What the inspector wrote

At approximately 8:30 am, Licensing Program Analyst (LPA) Bardo Baluyot conducted an unannounced Required Annual inspection. LPA met with Director Rose Sevgiyan who guided analyst on tour of facility. LPA conducted a Covid risk self-assessment upon entry. This is a preschool program which consists of 6 classrooms: RM Tiny twos (2-3 years old), RM 1 (2.5-3.5 years old), RM 2 (3.5- 4 years old), RM 101 (4 years old), RM 102 (4.5-5 years old), and RM 103 (5 years old). This facility is located on the property of Church of Our Saviour. Facility operation hours are from Monday to Friday from 7:30 AM to 6:00 PM. Facility provides Early Care from 7:30 AM to 9 AM, Core Program from 9:00 AM to 12:00 PM, and Extended Care from 12 PM to 6 PM. All areas identified on the Facility Sketch were inspected. There were no children present during today's inspection. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Director states that there are no poisons accessible to children. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All toilets and hand washing sinks are safe, sanitary and are operating properly. All floors were observed to be clean and safe. All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish and rodents and/or any other vermin. Trash cans used to discard food have tight fitting lids. Drinking water is readily available both indoors and outdoors in the form of personal water bottles which teachers refill upon request. 1 OF 3 Napping equipment and bedding was inspected for good condition, appropriate storage and cleanliness. LPA observed cots and beddings stored in a closet in RM 1. Per Director, cots are only used for napping by children in extended care. Parents take beddings home on Friday and returned on Monday. Facility washes linens once a week. There is Laundry equipment in the Church building. This area is inaccessible to children. Storage for children's belongings was observed. The Director's office will be used by ill children. There is a napping cot available for an ill child. The staff restroom will used by ill children. Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. There are two sand boxes on the premises. Per Director sand boxes are covered after day care hours, and are checked daily before children use it. First Aid supplies were inventoried. A first aid kit is kept in each classroom. All staff obtained CPR and Pediatric First Aid certification on 8/25/22. The name of the child care center director or fully qualified teacher(s) designated to act in the director's absence is on file (LIC 308). H&S 1596.8662: Commencing January 1, 2018 all the licensed providers, applicants, directors and employees are required to complete training as specified on the mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Staff completed required mandated reporter training, certificates were observed in their files. Disaster drill log was available. Per Director, first drills of the school year are scheduled for the first week of October. Per Director, all meals and snacks have been brought from home since the pandemic. Children's lunch bags are individually labelled and refrigerated if necessary. 2 OF 3 This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Plan to provide IMS will be submitted by 04/09/18. Staff Records were reviewed for completeness. LPA issued the Staff Records Review list (LIC 859) to the director during this inspection. No Children's files were reviewed during today's inspection as the facility's first day of school is on 9/6/22. Exit interview conducted and report was reviewed with Director Rose Sevgyan. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA advised the director to access forms, child care videos, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov .
