During an interview, the complainant did mentioned that facility was provided a particular type of soap by the parent of Child#1 and Child#2 in order to help alleviate the two children's skin conditions. During the investigation, LPA Lee did observe these soaps in the in various restrooms throughout the facility. The soaps did have a specific label which had the names of Child#1 and Child#2 written. These labeled liquid soaps were observed to be next to the regular type of soap used by the other children. During the investigation, LPA Lee observed that the staff that work at the facility do clean and disinfect the surface areas of the classrooms and other areas such as the outdoor tables where children eat their meals and snacks. This cleaning is an addition to the daily cleaning performed after hours on weekdays. The staff members interviewed stated that the cleaning solution used by teachers is a combination of bleach and water that is only used when children are not present. For example, the cleaning solution is used by the opening teacher who wipes down the indoor and outdoor tables of the facility before children arrive in the morning. The facility stated that a new solution is created every morning while whatever that was not used is discarded at the end of the business day. It is possible that Child#1 and Child#2 developed their skin conditions due to some type of reaction to something they were exposed to in the facility. However, there was nothing observed by LPA Lee during the inspections that indicated that the facility was not cleaning or disinfecting surface areas properly. It was stated in an interview that the parent of Child#1 and Child#2 will attempt to have the two children tested for allergies. Since these two children do not have any known allergies at this point, the facility cannot make any type of adjustments to its usual policy when it comes daily cleaning and sanitation until this is verified by the allergy test. Based on the evidence collected during the investigation, the allegation that staff do not properly clean and disinfect the classrooms and do not prevent the spread of illness may be valid. However, there is not enough preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore at this time the above allegation is found to be unsubstantiated. The notice of site inspection must be posted for a period of 30 days during hours of operation. Failure to maintain posting will result in a civil penalty of $100.00 dollars.
