Licensing Program Analyst (LPA) Judy Mora conducted an unannounced site inspection on this date to conclude the investigation for the above complaint allegations. LPA met with Director Celeste Salinas, who guided LPA on a tour of the facility. During the course of this investigation LPA visually observed the preschool both indoors and outdoors. LPA obtained records from the facility including classroom rosters. LPA also obtained copies of police reports from the Cal Poly Pomona Police Department and Upland Police Departments. LPA conducted Interviews with facility staff and with child #1. There were no disclosures made during the interviews that corroborate with the above allegations. Although the allegations may have happened or are valid there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated. A Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days. Exit interview was conducted with Director, Celeste Salinas. Appeal rights provided.
