What the inspector wrote

Licensing Program Analyst (LPA) Jeanette Estrada conducted an unannounced required 1 year inspection at the above facility. LPA met with the Licensee Nadine Mcguire and informed her of the purpose for the visit. Licensee was provided a copy of the Facility Entrance Checklist. There were two children and one additional adult present upon arrival. The facility was in compliance for a large family child care home. All adults present have a criminal record clearance. The facility provides care to children ages 0 to 13 years old and it is open Monday to Friday 7:00 AM to 6:00 PM. This is a one story, 3 bedroom, 2 bathroom home. Per Licensee areas on limits to children are: The living room, gated day care area next to living room, one bedroom used for infant napping, hallway bathroom, kitchen and backyard. Per Licensee areas off limits to children are: Two bedrooms, one bathroom in an off limits bedroom and the detached garage in the backyard. All areas that are accessible to children were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: LPA observed required posted documentation- Facility license, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. LPA observed and reviewed a current roster LIC 9040. LPA reviewed the disaster drill log. The last documented drill was conducted on 6/15/23. LPA observed a 2A10BC Fire Extinguisher in the facility which indicated full and was last serviced in August 2023. LPA observed an operable carbon monoxide/smoke detector in the facility. The home maintains telephone service (cell phone and landline). Food is provided by Licensee. Licensee was reminded if children bring food from home, it must be labeled with the child\342\200\231s name and properly stored or refrigerated. There are toys and other age appropriate materials available for children to use in the day care room. Sharp objects, detergents and cleaning compounds were inaccessible to children in care. Knives and sharp objects are kept on a far corner of the kitchen counter, cleaning products are kept in an upper kitchen cabinet, laundry detergent is kept in the detached garage (kept locked) and personal medicine is kept in an upper cabinet in the kitchen. Per Licensee, none of the children enrolled require medication. Page 2 There is central air and heating in the facility. LPA did not observe any fireplaces or wall heater. Children nap and play in the day care area. Children are provided with appropriate napping equipment. Children use the restroom in the hallway. LPA did not observe cleaning products or medicine in the restroom. Per Licensee, the kitchen is used for meals and the living room is mainly used by older children enrolled. Children use the backyard for outdoor play. Children walk through the kitchen to access the backyard. The backyard is fully enclosed. Per Licensee, children are supervised while playing outside. LPA observed appropriate toys and materials available for children outside. Per Licensee, there are no poisons in the home. Licensee understands that all poisons must be locked, not only inaccessible to children. Isolation area for sick children waiting to be picked up is in the living room separated from other children while under adult supervision. Per Licensee, there are no firearms or weapons stored in the home. LPA did not observe any pools or spas, or other bodies of water. There are two pet dogs in the home. Per Licensee, dogs are kept separated from younger children while they are in the gated day care area or they are kept outside. Infant Care: Currently licensee has one infant enrolled. Infant is under 12 months old. LPA observed infant in play yard in the on limits bedroom upon arrival. LPA observed the door to the bedroom was slightly closed. LPA advised Licensee that door shall remain open and Licensee shall be able to visually observe infant without opening the door. LPA reviewed infant safe sleep regulation with Licensee. LPA verified that 15 minute napping checks were documented. Infant file contained LIC 9227 individual infant sleeping plan Overnight Care : There is no overnight care provided at the moment. LPA discussed the following: Licensee is aware that they must remain awake while children are awake. If children sleep in separate area from licensee, the door must remain open. If licensee cannot hear children when they wake up, video or audio device can be used. Children's records were reviewed. Records contained required documents. Staff records were reviewed. Licensee's record contained a pediatric first aid/cpr certification issued by the American Red Cross (dated 6/18/22), mandated reporter for child care providers certificate (dated 4/15/22), a TB clearance and proof of required immunization to pertussis and measles. Per Licensee, they decline the flu vaccine. A written declination was on file. Licensee [or facility representative] was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, Nadine Mcguire, confirmed that there are no Registered Sex Offenders living in the facility. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Nadine Mcguire .
