What the inspector wrote

This a was Case Management inspection conducted on 3/18/2021 at 1:30 PM by Denise Gibbs, Licensing Program Analyst (LPA). Due to COVID-19 and precautionary measures, this Case Management Inspection was conducted with Lora Ballard, Director via a tele-inspection by use of Google Meet for the purpose of a capacity increase. There were zero children present. Per Director the facility has been closed due to COVID-19 precautionary measures and plans to reopen 4/12/2021. This is a preschool program providing care for children 2 to 5 years old. Original facility operating hours are Monday - Friday 8:00 AM - 2:00 PM. Facility will be utilizing a hybrid, reduced hour schedule for cohorts of children until the end of this school year. This facility is currently licensed for a capacity of 20 children with one classroom in use. Director is requesting to open an additional classrooms and increase the capacity to 38 preschool children. Director guided LPA on a tour of the facility. All areas identified on the facility sketch were toured both indoors and outdoors; measurements were taken as needed. Facility has three working toilets and seven working sinks. Director provided LPA with completed self-assessment on 3/18/21. The following was discussed: Essential Protective Equipment and Supplies - Facility has a contact-less thermometer and a supply of disposable face coverings for staff and children, gloves, hand sanitizer and disinfectant cleaning supplies. Staff will be required to wear face covering throughout the day and use gloves during meal times and while cleaning. Children are offered masks and encouraged to use them. Cleaning- Facility will always have an extra staff designated to clean and disinfect throughout the day. -----------------------------PAGE 1 Hygiene- Per Director children will are encouraged to was their hands for 20 seconds upon arrival and throughout the day. Facility has the advised children's hand washing and germs posting at the children's level. Per Director personal items will not be allowed at the facility. If jackets are brought children have individual cubbies to place them. The isolation area for a sick child waiting to be picked up is in the nurses office, this facility is on the campus of an Elementary school, a child care teacher will remain with the child until parents arrive. Arrival Procedures - Per Director, parents are dropping off/picking up at the front entrance. Floor markers are placed on the ground for parents to wait until they can sign in/out. Staff do daily temperature checks and health screening at the front door, as parents are not allowed to enter the facility. COVID-19 posters and resources are be posted in the front entrance accessible to parents. Parents and Staff will both have training/meetings on the new procedures before the reopening. Group Size - Per director the facility will be using a hybrid schedule with one cohort on Monday and Tuesday, another cohort on Thursday and Friday, leaving Wednesday for sanitizing and disinfecting. Group size will be determined by the current guidance of the CDC. Distancing/Meals/Sleep/Outdoors - Classroom have individual activity kits for the children. Children will be sitting two to a table, socially distanced. They will also have meal in their individual spaces. Children will not nap at the facility due to shortened operating hours 8:20-11:20 until the end of the school year. Children will use the large outdoor space as much as possible. Groups will have staggered outdoor play. Director is seeking to provide care for 38 preschool children ; Based on measurements, the facility has space for: 38 Preschool Children . A fire clearance has been granted as of 10/21/20. Capacity increase may be granted upon Licensing Program Manager (LPM) approval. At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no deficiencies being issued today. The Notice of Site Visit (LIC 9213) \342\200\223 must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Exit interview was conducted with Lora Ballard Director, via Google Meet, during which appeal rights were explained. This report along with a copy of the appeal rights will be sent to the facility via email with a read receipt or confirmation of receipt of email, which will act as the Director's signature. ------------------PAGE 2
