Inspector’s narrative

What the inspector wrote

Page 2 Per review of the police report it was documented that there was not physical abuse determined. Per interviews it was stated that there was no witness to any physical abuse of any child and no rude or intimidating faces to any child. Staff interviewed has been at this day care for several years and has worked with the child since he started back at the beginning of the school year in 2025. The child is not at the day care a full day as he attends another school during the middle of the day. The child is still in attendance at the day care and has still been in the same classroom since this alleged incident and has just recently moved to another classroom per parent and staff request. Per interview with the reporting party she was unable to give names, dates, or location of these incidents reported and the incident reported regarding hitting C1 was told by another person and not witnessed by her. This agency has investigated the complaint alleging Personal Rights- Staff hit day care child and is rude to children. Based upon the evidence as presented above, the allegation has been determined to be Unsubstantiated. A finding of Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove alleged violation(s) did or did not occur, therefore at this time the allegation is unsubstantiated. At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Appeal rights were provided. Exit interview conducted and report was reviewed with Abigail Querubin-Villareal Program Director.
