What the inspector wrote

Licensing Program Analyst (LPA) Nolan Tcheng conducted an unannounced Case Management inspection for the purpose of following up on an incident reported to the Department on 09/11/2025. Upon arrival at 2:20pm, LPA met with Substitute Lead Teacher Jasmine Lopez, to whom the purpose of the inspection was explained. Education Supervisor Tina Jaspe arrived at 2:40pm. A tour of the facility was provided. There were children present during the time of inspection. Census was taken. There were 2 children with 2 staff members during the tour. 19 children arrived soon after. Today's follow up is for an incident on 09/10/2025 of a staff member allegedly violating a child's personal rights. During today's inspection, LPA conducted interviews with two staff members and three children. Information for a Detective at Walnut Sheriff's station was obtained as well as contact information for Staff #3. Per Staff #1, additional information would be emailed to LPA from Staff' #1's manager. At this time, there is not sufficient information to make a determination. The incident will need further investigation and will be completed at a later date. No deficiencies were cited during today's inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Education Supervisor Tina Jaspe, at 4pm. Copy of Report provided.
