Type B. Lower-severity citation. Corrective action required, no imminent risk. The regulator monitors compliance on the next visit.

Personal Rights: To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to: interference with functions of daily living including eating, sleeping or toileting; or withholding of shelter, clothing, medication or aids to physical functioning. This requirement is not met as evidenced by interviews & written statements obtained stating, the director wont let a child eat there lunch the way they want to eat it and if they don't eat her way then they cant eat at all or just may have a PM snack. Director yells at staff in front of children and parents and yells at children, This is an immediate risk to the health and safety of the child in care

BUILDINGS AND GROUNDS
Buildings and Grounds. The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors. The licensee shall take measures to keep the center free of flies, other insects and rodents. This requirement is not met as evidenced by interviews conducted and LPA observations that the facility had a issues with rats in the facility. It was also determined that the facility is cluttered and dirty and needs toys and equipment cleaned. This is an immediate risk to the health and safety of the child in care

Teacher Qualifications and Duties. The licensee may use teacher aides in a teacher child ratio of one teacher and one aide for every 15 children in attendance. A ratio of one fully qualified teacher (as specified in Section 101216.1(c) and one aide for every 18 children in attendance in a preschool program is allowed when the aide meets the qualifications specified in Section 101216.2(d). This requirement is not met as evidenced by: Interviews conduted and staff file review determined that staff #4 is a volunteer & has been alone in the class room and on the play ground with more then 12 children and is not qualified. This poses a potential health and safety risks to the children in care.
