What the inspector wrote

Licensing Program Analysts (LPAs) Nolan Tcheng and Mariah Aguirre conducted an unannounced Case Management inspection to follow up on an incident that was reported to the Department on 11/21/2024. Upon arrival at 11:08am, LPAs met with Supervisor Alma Rodriguez, to whom the purpose of the inspection was explained. A tour of the facility was provided. There were children present during the time of inspection. Census was taken. There were 8 children with 3 staff members. On 11/20/2024, an incident took place where a parent alleged that they observed a staff member violating a child's personal rights in the outdoor play area. Today's inspection is being used to obtain additional information regarding the incident reported. During the inspection, LPA conducted one staff interview, one child interview, and one parent interview. Documents in the form of staff statements were obtained. During interview with the Parent #1, they stated that they observed staff grabbing their child to keep them from harm when they were climbing up the slide. Parent #1 communicated the situation to Parent #2 who came to the facility to address the situation. During interview, Parent #1 stated that the grab from Staff #1 to their child was gentle and that Parent #2 took it in a different way than they meant it when shared with them. Statements corroborated that Staff #1 was redirecting Child #1 from climbing up the slide the incorrect way and they were guiding them down to show them the proper way to use the slide. Based on the information obtained during this inspection, LPAs determined there was no violation of child's personal rights. Per Title 22 regulations, there are no deficiencies being cited on today's date. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Site Supervisor Alma Rodriguez, at 12:35pm. Copy of Report provided. END OF REPORT
