What the inspector wrote

Licensing Program Analyst (LPA), T. Tran arrived at the facility to conduct a subsequent complaint inspection for the purpose of concluding the above complaint allegations. Based upon the evidence obtained through the course of interviews and record review, all the interviewed staff confirmed the incident happened in the block area. Staff provided the detail including the location of where the child got hurt. Although staff did not have a direct visual of when the child fell however, there were 2 staff in the classroom supervised 16 children. When the incident happened, staff immediately provided medical care. Staff and other denied the allegation of multiple complaints of racial targeting of daycare child. LPA observed the classroom furniture and set up met the regulations. Due to insufficient evidence to support or disprove the above allegations happened at the facility. therefore, the allegations has been determined unsubstantiated. Unsubstantiated – A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. The copy of this report was explained and issued to Site Supervisor, Samantha Jimenez.

    Personal Rights-This requirement is not met as evidenced by interview, record reviews facility staff despite parent immediate request to call 911. Staff delayed 25 minutes to contact 911 for C1 with a severe head injury which poses an immediate health and safety risk to children in care.
