What the inspector wrote

On 11/17/25 Licensing Program Analysts (LPAs) Portia Bowden and Javier Duran conducted an unannounced Required 3 Year Inspection at the above facility. At 12:20PM LPAs met with Jacky Ellingson, Education Specialist, explained the reason for visit and was guided on a tour. Per Education Specialist the facility operating hours are Monday \342\200\223 Friday 8:15AM-2:15PM. At 9:45AM LPAs observed all required documents on the facility licensing board (PUB 269, PUB 393, LIC 610, LIC 9224, LIC 613A) LPA observed an Emergency Drill log last dated October 27 th 2025. This is a preschool program consisting of 1 full day classroom serving ages 3-5 years old and 1 enclosed outdoor play area. At 12:20PM LPAs observed 15 children in care and 15 children signed in. Per Lead Teacher Navarro there are 17 children Enrolled. Facility also houses on the premises a K-5th Grade Elementary School. Capacity and limitations as specified on the license are being maintained. Per Teacher Navarro no children in care require Incidental Medical Services. Per Teacher Navarro 1 child in care has food allergies. At 12:30PM LPAs observed a food allergy list for Lactose Intolerant child in care. Per Education Specialist Jacky facility supplies milk alternatives to child. The following was observed during the tour of the facility: furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. LPAs observed a functioning carbon monoxide detector on the ceiling of the classroom. LPAs observed cots for sleeping. Per teacher Garita linens for cots are sent home every Friday to be washed by parents and returned to the facility Monday. LPA observed 3 age appropriate toilets, 3 age appropriate sinks located in the classroom. Per Teacher Navarro facility assists with potty training and diaper changing Per PIN 21-21-CCP lead testing to be conducted for all equipment used for drinking consumption. LPAs observed negative Lead testing results dated 11/16/23. LPAs observed drinking fountain inline with the building water for children to drink in the classroom. Per Teacher Navarro an igloo is filled from the water fountain and taken outside during outdoor play. LPA observed Disinfectants stored in a classroom cabinet the highest shelf, inaccessible to children in care. Per Teacher Garita there are no poisons on the premises. Per Teacher Navarro outside food is not permitted in the facility. Facility supplies Breakfast, snack and lunch. Kitchen is located on elementary school campus. All food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Per Cafeteria supervisor all staff have access to children\342\200\231s allergy list and serve alternatives. Per Cafeteria Supervisor all knives are stored in the rear of the cafeteria inaccessible to children in care. Outdoor play area was observed to be enclosed with playground equipment is in a safe condition, free of sharp, loose or pointed parts. At 1245PM LPAs observed a two story apparatus with cushioned turf beneath. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There is adequate shade in the play yard. LPAs advised that no children shall be left without the supervision of a teacher at any time. All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic free. There are no firearms stored on the premises. There are no pools or bodies of water at the facility. LPAs reviewed 3 staff and observed them to be complete including current Mandated Reporter certificates and Current Pediatric CPR/First Aid LPAs reviewed 3 Children\342\200\231s files and observed them (to be complete). Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee [name], confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
