Licensing Program Analyst (LPA) Kamile Martin conducted an unannounced annual inspection. This is a preschool program serving 22 children ages 2 until enrolled in kindergarten. The facility operates Monday \342\200\223 Friday from 7:30 AM \342\200\223 2:00 PM. Per staff there are children enrolled. This facility is located on Kellogg Polytechnic Elementary school campus and operates out of classroom #33. All areas identified on the facility sketch were inspected. LPA observed 11 children with 2 staff in classroom 30. Teacher-child ratios were observed to be in accordance with Title 22 regulations. The Licensee is within the conditions, limitations, and capacity specified on the license. Staff names were recorded. During this inspection, all children were observed to be under visual supervision of a teacher at all times. LPA observed the following: Facility License, Menus , LIC 613A Personal Rights, PUB 369 Notification of Parent's Rights, PUB 269 Child Car Seat Poster, LIC 613A Personal Rights and LIC 610 Emergency Disaster Plan. Verification of disaster and Fire Drills were reviewed, last drill was 1/20/26. LPA, observed the facility to be clean, safe, sanitary and in good repair. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All surfaces and materials accessible to children, including toys, are toxic free. All toilets are in safe and sanitary operating condition. All classroom floors were observed to be safe and clean. Areas used for ill children were identified as near the book area, a cozy corner away from peers, for children to rest while sick and waiting for pick up. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted. Menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides breakfast, lunch and PM snack. All food is provided by the school cafeteria and children who have allergies or intolerances are noted on the refrigerator. LPA observed water filter container and paper cups available for drinking water. All containers used for storage of solid wastes have a tight-fitting cover on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children. Facility has one carbon monoxide detector that is operable working and meets statutory requirements. Every licensed childcare center shall have one or more carbon monoxide detectors in the facility that meet the standards. The outdoor playground is fully fenced with metal bars. Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. LPA observed age appropriate toys and equipment. There are no areas around and under high climbing equipment or high climbing slides. Outdoor activity space surface is maintained in a safe condition and is free of hazards. A sufficient shaded area was observed. Para Professional states that there are no bodies of water on the premises and LPA did not observe any bodies of water during this. Staff states there are no weapons or firearms on the premises. Transportation services are not provided at this facility. Children\342\200\231s sign-in and out sheets were reviewed. LPA observed all children present to be signed in. Kitchen area was observed for cleanliness, trash and debris were not observed. Rodents files and other insects were not observed in the kitchen area. Staff Records and children\342\200\231s records were not reviewed at this time of inspection staff names were taken and will be reviewed at a later date. Children and staff files are no stored on this facility they are stored at the Pomona Unified Preschool Offices. This facility does provide Incidental Medical Services \342\200\223 IMS. IMS are provided at the facility. Storage of medications and medications were reviewed. One child at this site require medication and LPA observed medication to be in compliance with expiration dates for use. ParaProfessional was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). The facility has not completed lead testing as of yet, per maintenance and facilities manager Kym Allen LACOE will arrange visits for lead testing and has not received the testing date. LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Based on Licensing staff observations licensee is not in compliance with California Code of Regulations Title 22 there were no deficiencies given during this inspection. A technical violation is given because water testing is in process but not yet complete. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with Paraprofessional Jessica Perez.
