Inspector’s narrative

What the inspector wrote

Licensing Program Analysts (LPAs) Nolan Tcheng and Caroline Nguyen conducted an unannounced Case Management-Licensee Initiated inspection, for the purpose of measuring classrooms for a capacity increase. Upon arrival at 9:30am, LPAs met with Facility Representative Diane Coscarelli, to whom the purpose of the inspection was explained. Facility Representative Linda Brown arrived soon after. This facility is licensed as an Infant Program with a capacity of 12, serving children ages 0-2yrs in Classroom #1. Facility is requesting to increase Infant program capacity by adding Classroom #2 to existing licensed areas; increasing the total capacity by 8 children, equaling to a total of 20 children. Classroom #2 will be decreased from Good Shepherd's Preschool program (191501766) on the same property. A tour of the facility was conducted. There were 10 children with 3 staff members. All indoor and outdoor child care areas were reviewed. LPAs continued to tour the facility and measured the new requested indoor infant activity space. Classroom #2 measured to be 454.44 square feet (sq ft), which is sufficient to accommodate the request increase of capacity of 8 children. for a total of 20 children. LPAs observed the indoor activity space to be complete and safe. There were age appropriate furniture, toys, equipment, and materials. The facility has a fully fenced playground for infant children. Outdoor play area measurements obtained during today's inspection, were documented as 939.66sq ft, which can only accommodate 12 infant children at one time, which is insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited sq footage shall be admitted and approved prior to licensure. There are sufficient outdoor age-appropriate toys and play equipment available on the play yard. Drinking water is available outside. No weapons, firearms, or bodies of water were observed. LPAs did not observe any hazardous items on the play yard. Fire clearance was approved on 01/21/2026. REPORT CONTINUES PAGE 1 of 2 Upon receipt, review, and approval of the requested outdoor play space waiver requesting to share the playground at different times in AM and PM, facility will be granted the capacity increase. Two (2) classrooms, Classroom #1 and Classroom #2, will be licensed for the Infant Program. Final approval will be granted upon final file and application review. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Facility Representative Linda Brown, at 11:15am. Copy of report provided.
