What the inspector wrote

On 06/4/2024 at 8:53 a.m., Licensing Program Analyst (LPA) Doris Whitmore made an unannounced visit for the purpose of conducting a required 3-year inspection. During the inspection, LPA met with Teresa Avila Director, and advised them of the purpose of the inspection. A tour of the facility was provided inside and out. LPA observed proper care and supervision during this inspection. Facility is located on the premises of Lindberg Park in Culver City. LPA observed 24 children indoors with proper teacher/child ratios. There was a total of 3 staff at the time of the visit. Facility also had parent volunteers. All center staff that was present during today\342\200\231s visit has criminal record clearances and are associated to the designated license number. Facility hours of operation are Monday- Friday from 9:00a.m. to 12:30. LPA observed all postings requirements for operation on the postings board LIC203A- License, LIC610A-Emergency Disaster Plan, LIC9148- Earthquake Preparedness Checklist, PUB394-Notification of Parents Rights Poster, LIC613A- Personal Rights, PUB-269- Car Seat Law, Menus, Activity Schedule. LPA Whitmore checked the Personnel Report to make sure it was up to date.LPA observed operable smoke/carbon monoxide detectors, which were tested at the time of the inspection. Fully charged fire extinguishers, and fully stocked First Aid Kits were observed. LPA observed emergency food and water. bag. Furniture and equipment were inspected for age appropriateness and good repair free of sharp, loose, or pointed parts. Telephone service, heating, lighting, and ventilation were evaluated. Children do not take naps at the facility. Storage for children\342\200\231s belongings were neat and organized. LPA observed toilets and sinks to accommodate the facility\342\200\231s capacity. Floors are cleaned in the restroom. Sufficient supply of toilet paper, soap, paper towels, was observed. All trash cans had tight fitting lids. The facility is free of flies, insects, and rodents. The city contracts with their own pest control vendor to ensure that the facility stays pest free. The isolation area in on the other side of the classroom. . Drinking water is readily available inside the classroom and outdoors.LPA was able to review the contact list that contains children\342\200\231s names, phone numbers, addresses, and emails. LPA was able to review the enrollment forms that consist of children\342\200\231s names and birthday's.Documentation of current Fire & Earthquake drill was observed and up to date. The emergency disaster plan is updated and reflects the current operation. The outdoor area was inspected. Playground equipment is in safe condition Pg1 free of sharp, loose, or pointed parts. LPA did not observe any debris or hazards that would pose an immediate risk to children in care. There is no swimming pool or bodies of water on the premises. None were observed during the inspection. There are no firearms or ammunition allowed or stored on the premises. All electrical outlets were covered. LPA reviewed a sample of children\342\200\231s fields and observed 10 files completed. LPA reviewed all staff files. At least one person trained in CPR and Pediatric First Aid is present at the facility. LPA discussed the importance of making sure all Pediatric CPR and First Aid is EMSA approved. LPA Whitmore discussed about LIC311 A, LIC125, and Entrance Checklist to use as a reference when auditing files. LPA observed allergy chart posted in the kitchen, office cabinet, and emailed to the parents. Snack is provided by the parents. Each parent brings snack for one week. The parents provide the snacks according to the food guidelines. The facility does not provide lunch, the children bring their own lunch. The Menu was posted on the refrigerator in the kitchen. In the Parent Handbook LPA was able to review all the information on snacks. LPA Whitmore discussed with the the Director to include the portion sizes The kitchen area which is made inaccessible to children in care. LPA observed the kitchen to be clean and equipped with a sufficient supply for meals. There were no cleaning compound compounds stored with the utensils. The facility serves breakfast, lunch, and snack. Proper food storage was observed. Food and snack items are properly stored. LPA shared that if medication is needed, it is stored in the child\342\200\231s perspective classroom. LPA reminded facility to ensure that all medication is stored with all necessary LIC forms All prescription and nonprescription medication shall be centrally stored in accordance with the following requirements medication shall be kept in a safe place inaccessible to the children in care. A review of medication policy, including administering, labeling storage and records were reviewed and observed. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Pg2 Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 ( PIN 21-21.1- CCP ). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA discussed the safe sleep regulations with licensee [ and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP .
