AMENDED REPORT TO ADD MISSING SIGNATURE DUE TO SYSTEM ERROR Licensing Program Analyst (LPA) Warren Birks conducted an unannounced Case Management inspection at the facility noted above and met with Director, Emily Gould and Education Coordinator (EC) Jamare Harris. The purpose of the inspection is to measure and inspect the facility due to a pending Capacity Change application and a request to transfer two classrooms to a classroom space (within the building). This facility is currently licensed for 210 preschool children and is requesting to change capacity to 204. The reduction in capacity is due to changing two preschool rooms into two toddler rooms; and transferring the two previous preschool rooms to one classroom located upstairs. A fire clearance has been granted on September 18, 2023 for a total of 204 children. This is a Preschool Program serving children two (2) through entry into first grade. The facility is housed on the site of the Barbara and Ray Alpert Jewish Community Center. The current hours of operation are: Monday through Friday 8:00am to 5:00pm. The preschool program (indoors and outdoors) is physically separate from other programs and activities on the grounds. There is no commingling with other programs. The facility consists of 9 classrooms: Room 1 (13 children and 3 teachers), Room 2 (15 children and 3 teachers), Room 3 (17 children and 3 teachers), Room 4 (18 children and 3 teachers), Room 5 (21 children and 3 teachers), Room 8 (24 children and 2 teachers). Note: New Toddler Room 6 (Empty), New Toddler Room 7 (Empty), New Preschool Room 9 (Empty). A fire clearance has been granted on September 18, 2023 for a total of 204 children. There is an elevator to accommodate children for the upstairs classroom. All areas identified on the facility sketch were inspected. Director Gould guided LPA on a tour of the facility. The following documents were posted in a prominent, publicly accessible area at the facility: Facility License, Notification of Parents' Rights (PUB 394), Personal Rights (LIC 613A), and Earthquake Preparedness (LIC 9148). Parents bring all food and snacks and there are back up snacks available for children if needed. AMENDED REPORT TO ADD MISSING SIGNATURE DUE TO SYSTEM ERROR Between approximately 11:30am and 3:30pm LPA inspected and measured all classrooms including the two new toddler classrooms, toddler outdoor space and the new upstairs preschool room (one story). LPA observed furniture and equipment to be age appropriate and good repair all rooms including the two toddler rooms and the new preschool room. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby in each classroom to store their belongings. Napping equipment (cots) were observed inside each classroom. Per Director, bedding is taken home by the children's parents/guardians on a weekly basis or as needed to be washed. Age appropriate sinks and toilets were inspected for availability and good repair in all restrooms. General sanitation was observed to be adequate. The toddler restroom has a changing table and toilets have been made age appropriate with added seating and a secure step for smaller toddlers. LPA also observed a one plastic portable potty stored under the changing table. The new preschool room has age appropriate boys and girls restrooms. LPA informed Director that supervision must be maintained at all times Note: LPA observed the preschool class to have a Locked room divider that slides along the ceiling to divide part of the room that is not in use. The locked Divider separates one side of the room from the other (thus making the other side inaccessible when locked). LPA informed Director that the Room divider must be closed and locked at all times (during preschool operations or whenever preschool children are in care). LPA informed Director that LPA will conduct measurements based on the where the locked divider ends. On the other side of the divider is additional space and a locked balcony that is inaccessible due to the locked divider. There are emergency exit stairs and two sets of stairs to exit in case the elevator is not working. LPA informed Director Gould and EC Harris to submit a signed declaration indicating that the facility Ceiling Divider will remain closed and locked during the hours of operations (which includes any after hours care for daycare children) Per director and EC Coordinator, the isolation area is located in the office. A cot is always available for an ill child and the staff restroom is readily available for ill children if necessary. First Aid supplies were observed and are kept inside each classroom and at the front desk. Medication is only administered to a child when accompanied with a doctor's note and medication is stored in an inaccessible storage room near the front office. LPA observed indoor drinking water available in each classroom (pitchers, and drinking cups and water bottles). Disinfectants, cleaning solutions, medication, and other items that are dangerous to children, were inaccessible to children in all areas. Director stated that there are no poisons stored at the facility. All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste have tight-fitting covers that are in good repair. Smoke detectors were not tested during this visit due to the detectors being wired to the emergency pull down fire alarm. LPA tested carbon monoxide detectors and are operable. The facility was granted a fire clearance for the requested capacity of 204 children on September 18, 2023. The fire extinguishers are fully charged and were last serviced on March 21, 2023. Outdoor playground equipment is in a safe condition, free of sharp, lose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that could absorb a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed (water fountains in working condition, pitchers, and disposable cups). Director Gould has pediatric First Aid/CPR certification expiring 6/3/2025, child abuse mandated certification (AB 1207) expiring 4/4/2024, proof of immunization against pertussis, and measles, and influenza declination. Director has been informed mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. This facility provides Incidental Medical Services – IMS. LPA advised the facility representative how to access forms, regulations, quarterly updates, and Provider Information Notices (PINs) on the Department website at: www.ccld.ca.gov . Note: Toddler Room 6 and Toddler Room 7 can accommodate 15 children each for a total of 30 toddlers (due to 2 total sinks). Note: Upstairs can accommodate 45 children based on 3 sinks. EC Harris indicated the facility will maintain for now 24 toddlers (12 each room) and 24 preschool children in the new room (Room 9) upstairs. The outdoor space for Toddlers can accommodate 33 toddlers however 30 toddlers max due to 2 sinks. The outdoor space for Preschool can accommodate 218 however 174 max due to September 18 fire clearance max of 204 total. Based on the September 18, 2023 Fire Clearance, measurements taken, and the availability of toilets and sinks; the facility is equipped for the capacity change of adding the 24 toddlers to the preschool license and relocating two preschool rooms to one large room upstairs. A final review of the application will be conducted by the Department. Once licensed, the Licensee is required to adhere to the terms and limitations stated on the license. No deficiencies were cited during today's inspection. A Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with Education Coordinator Jamare Harris.
