What the inspector wrote

On 08/03/ 2022 at 9:01 a.m. Licensing Program Analyst (LPA) Doris Whitmore met with Jessica Quintanilla (Site Supervisor) for the purpose of a unannounced required inspection for the Preschool Program. LPA Whitmore toured the facility, all identified rooms per facility sketch were inspected. Operation Hours are Monday- Friday 7:30a.m. to 6:00p.m. At the time of the inspection there were 14 children and 8 teachers. Upon arriving at the preschool LPA observed preschool children being supervised by teachers during activity time LPA reviewed the Curs Cubby Sign in & Out Website. A walk through of the classroom was conducted, classroom was found to be clean and free from any potential hazards. LPA observed classroom to have dramatic play, arts/crafts, reading and learning activities. Furniture in classroom was found to be in good repair and age appropriate. There is adequate heating, lighting and ventilation. Drinking water is readily available for the children . Site Supervisor states that the isolation area for sick students is located in the Director's office on a cot or mat. Napping equipment and bedding were inspected for good condition, appropriate storage and cleanliness. The bathroom area was inspected, there are sufficient toilets and sinks to accommodate the facility capacity. Toilets flush properly, toilet and sinks are reachable by the children in care. There was one bathroom that had 3 age-appropriate sinks . Bathroom is clean and has adequate toilet paper and paper towels available. There is adequate lighting/ventilation in the bathroom. Preschool provides snack & lunch per day. LPA observed menus posted on the board in the classrooms. Kitchen Area is located upstairs LPA observed cabinets with snacks and tight fitted containers. Outdoor area was observed to be free of hazards, loose and sharp parts. LPA observed one fence around the playground. Equipment was inspected for safety. LPA observed a Fire Extinguisher, working Carbon Monoxide, Smoke Detector, and checked a fully First Aid. LPA reviewed a total of 10 children files with required documentation. LPA was only able to review a total of 5 teacher files. Site Supervisor shared with LPA that the Executive Director has access to all the files and was currently absent. All staff files were completed with the required documents. First Aid & Mandated Reporter Training Certificates were current. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Requirements for fingerprint clearances and associations were discussed with the licensee. Licensee can be cited a civil penalty of $100 per day, up to $500.00 (5 days) for the 1 st offense and up to $3000.00 for the 2 nd offense within a 12-month period. The licensee was advised of the requirement to report unusual incidents and/or injuries to the parent/guardian and licensing within the time frame specified by the regulation. The "Notification of Parent's Rights" (PUB394) poster must be posted in an area accessible to parents. The information regarding new legislation with regards to exemptions and Parent\342\200\231s Rights was also discussed. The Site Supervisor was advised that the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days . If a serious violation is cited, a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. Copies of the reports must also be provided to each parent when a serious deficiency, Type A, is cited (LIC9224). A The Site Supervisor was advised how to access forms and Regulations for Family Child Care online at www.ccld.ca.gov AB 1207 : Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com Senate Bill 792 : this bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a childcare facility or family day care if he or she has not been immunized against influenza, pertussis and measles . The facility was found to be in compliance per Title 22 regulations, Type A and B deficiencies will not be cited today A copy of the Notice of the Site Visit was given to the Site Supervisor along with the Appeal Rights
