What the inspector wrote

On 12/09/2025 Licensing Program Analyst (LPA) Cristina Castellanos conducted an unannounced Plan of Correction visit at the above-mentioned facility for the purpose of ensuring the standards are being met in accordance with California Tittle 22 Regulations and California Health and Safety Codes. Upon arrival LPA Castellanos was greeted by Lead Teacher/Interim Director Laura Martinez and discussed the purpose of the visit. LPA then toured the facility both indoors and outdoors. During today’s inspection there were twenty-five (25) children, and five (5) adult staff members providing care and supervision. Shortly after Director Dorian Theberge met with LPA. LPA previously conducted an unannounced case management on 11/20/2025 and the facility was cited for the following deficiency: 101161(a) Limitations on Capacity and Ambulatory Status - Type B Violation (a) A licensee shall not operate a child care center beyond the conditions and limitations specified on the license, including the capacity limitation. During today’s inspection LPA Castellanos observed the Busy Bee Classroom to be vacant. According to Director Theberge and Riviera Hall’s Pastor, the Riviera Hall Lutheran School (RHLS) TK children have been temporarily relocated to the church’s conference room. Continue Capacity and limitations as specified on the license are being maintained during today’s inspection. LPA reminded the Director that RHLS and the preschool program - both indoor and outdoor - are two completely separate entities. They must operate independently from one another during all hours of operation and whenever preschool children are present. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies were cited during today’s inspection. An exit interview was conducted, and the report was reviewed with Director Dorian Theberge. A Notice of Site was provided and must remain posted for 30 consecutive days. Failure to maintain posting as required will result in an immediate $100 civil penalty. Page 2
