What the inspector wrote

LPA received a copy of the Cuddlebug infant sing-in/sign-out log for 01/13/23 and eight children were present. According to the Time Schedule for staff, dated 01/13/23, Staff 1-4 where assigned to the Cudlebug classroom. Staff 1 clocked in at 6:35 AM, Staff 2 clocked in at 8:18 am, Staff 3 clocked in at 9:07 AM, and Staff 4 clocked in at 3:06 PM. From 7:00 AM to 8:10 AM, 6 children arrived and only S1 was present in the classroom putting the classroom out of ratio. On 03/24/23, LPA conducted interviews with 7 staff. Staff 8 and 9 are Substitute Teachers. Staff 9 has been at the child care center for 3 weeks and Staff 8 has been at the child care center for 2 weeks. Staff 5,6, and 7 are reporting that on 03/21/23, from 12:30 PM to 3:30 PM there were 11 infants and 2 staff in the classroom. Staff 3 is reporting that prior to having substitutes in the classrooms, there were only two teachers in the classroom. Staff 3 is reporting that during nap time Staff 3 would be left alone with more than 4 infants and not all infants were sleeping, while the other staff was taking lunch break. Staff 3 states that not all infants sleep at the same time. Staff time sheets for 03/13/23, show that Staff 1 and Staff 2 took overlapping breaks and Staff 3 was alone in the classroom from 12:04 PM to 12:42 PM with 8 infants. Staff are reporting that nap time is from 12:30 PM to 2:30PM. Title 22 Regulations, Division 12, Chapter 1, section 101416.5 (b) Staff-Infant Ratio, there shall be a ratio of one teacher for every four infants in attendance. Title 22 Regulations, Division 12, Chapter 1, section 101416.5 (d) Staff-Infant Ratio , There shall be one teacher to every 12 sleeping infants provided the remaining staff necessary to meet the ratios specified in (b) above are immediately available at the center. Two Type A deficiencies are being cited during today's inspection (see LIC 809Ds). Each report ( documenting a Type A citation) shall remain posted for 30 days along with the Notice of Site Visit. In addition, A copy of this report must be provided to the authorized representatives of all currently enrolled children and any newly enrolled child for the following 12 months. The ACKNOWLEDGEMENT OF RECEIPT OF LICENSING REPORTS (LIC9224) shall be signed and kept in each of the children\342\200\231s records. The report shall be provided no later than the next business day or the next day the child is in care. Pg 2. Based on LPAs interviews which were conducted and record review(s), the preponderance of evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED. California code of Regulations, Title 22, Division 12 & Chapter 1, are being cited on the attached LIC9099D. A copy of this Report, Notice of Site Visit, and Appeal Rights were explained and provided to Principal Adrienne Saulsbury . Pg 3.
