What the inspector wrote

On 4/28/26 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Annual Inspection at the above facility. At 9:30AM LPA met with Full day Lead Teacher Erika Herrera in classroom 1 and Half Day Lead Teacher Samantha Orozco in classroom 2, explained the reason for visit and was guided on a tour. Per Teacher Erika the facility operating hours are Full Day 8 – 2:35pm and Half Day AM 8-11 and PM 11:35-2:35. LPA observed all required documents on the facility licensing board (PUB 269, PUB 393, LIC 610, LIC 9224, LIC 613A) LPA observed an Emergency Drill log last dated 4/26 This is a preschool program consisting of 2 classrooms serving ages 2-5 and 1 enclosed outdoor play area. Classroom 1 is a full day program, per Teacher Erika there are 23 Children enrolled. LPA observed 21 children in care. Per Teacher Samantha there are 15 enrolled in Half Day AM and 10 in Half Day PM. LPA observed 13 children in the AM class. Facility also houses on the premises a TK- 8 th Grade Elementary School. Capacity and limitations as specified on the license are being maintained. Per Teacher Erika children in the full day class require Incidental Medical Services and have food allergies. Per Teacher Samantha Children in the half day class have food allergies. Per Teacher Samantha no children in the half day class require incidental medical services. LPA observed medication for asthma stored in the school nurse office, inaccessible to children in care. Medication was current, labeled and included instructional use. The following was observed during the tour of the facility: furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. LPA observed a carbon monoxide detector on the ceiling of both classrooms. LPA observed cots for sleeping Per teacher Erika cot linens for sleeping are sent home on Friday to be washed and returned to the facility. LPA observed 2 age appropriate toilets, 2 age appropriate sinks and 1 changing table in good repair in the bathrooms located in each classroom. Per Teacher Erika facility assists with potty training and diaper changing. Per PIN 21-21-CCP lead testing to be conducted for all equipment used for drinking consumption. LPA did not observe Lead testing results. A type B citation will be issued. Per Teacher Erika water for children’s consumption is obtained through filtered water dispenser located in each classroom. Children in care bring their own water bottles which are filled as needed. Bottles are filled and taken outside during outdoor play. LPA also observed paper cups for children’s use LPA observed Disinfectants (bleach soap mixture) stored on a cabinet in each classroom on the highest shelf, inaccessible to children in care.) Per Teacher Erika there are no poisons on the premises. Per Teacher Erika outside food is not permitted in the facility. Facility supplies Breakfast, and Lunch. Kitchen is located on elementary school campus. All food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. LPA observed an allergy list located in the classroom. Per Cafeteria staff Allergy list is kept in cafeteria. LPA observed knives stored in a plastic Tupperware in the rear of the kitchen, inaccessible to children in care. Outdoor play area was observed to be enclosed with playground equipment is in a safe condition, free of sharp, loose or pointed parts. LPA observed a climbing apparatus with cushioned turf beneath. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There is adequate shade in the play yard. LPA advised that no children shall be left without the supervision of a teacher at any time. All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic free. There are no firearms stored on the premises. There are no pools or bodies of water at the facility. Per Teacher Erika outdoor area is shared with Special Education Pre School class on a staggered schedule. LPA did not review staff files as they are housed at Compton Unified School District. LPA observed Current Mandated Reporter certificates for all staff. LPA observed a Pediatric CPR/ First Aid for Lead Teacher Erika Exp 3/27 and Lead Teacher Samantha Exp 11/27. LPA reviewed 6 Children’s files and observed them to be complete. 1 Type B Deficiency was issued for required Lead testing. The name of the child care center director or fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.) CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
