Inspector’s narrative

What the inspector wrote

On October 1, 2025 Licensing Program Analysts (LPAs) Portia Bowden and Javier Duran conducted an unannounced Annual Inspection at the above facility. At 9:15AM LPAs met with Teacher Cortez in classroom , explained the reason for visit and was guided on a tour. Per Teacher Cortez the facility operating hours are 8-2:35PM. LPAs observed all required documents on the facility licensing board (PUB 269, PUB 393, LIC 610, LIC 9224, LIC 613A) LPA observed an Emergency Drill log last dated 8/25. This is a half day preschool program consisting of 1 Classroom serving ages 2-5 and 1 enclosed outdoor play area. Per Teacher Cruz there are 22 Children enrolled (11 in the AM and 11 in the PM). At 9:20AM LPAs observed 9 children in care. Facility also houses on the premises a K-5 th Grade Elementary School. Capacity and limitations as specified on the license are being maintained. Per Teacher Cruz no children in care require Incidental Medical Services. Per Teacher Cruz no children in care have food allergies. The following was observed during the tour of the facility: furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. At 9:30AM LPAs observed a Sense carbon monoxide detector in line with the fire system. Per teacher Cruz no napping occurs as each class has a duration of 3 hours. LPAs observed 2 age appropriate toilets, 2 age appropriate sinks and 1 changing tables in good repair in the bathrooms located in the classroom. Per Teacher Cruz facility assists with potty training and diaper changing. Per PIN 21-21-CCP lead testing to be conducted for all equipment used for drinking consumption. LPA did not observe Lead testing results. A type B citation will be issued. Per Teacher Cruz water for children’s consumption is retrieved from the filtered water dispenser located in the classroom. At 9:40AM LPAs observed paper cups, and a pitcher for Outdoor Water consumption. LPA observed Disinfectants stored in a cabinet in the classroom on the highest shelf, inaccessible to children in care. Per Teacher Cruz there are no poisons on the premises. Per Teacher Cruz outside food is not permitted in the facility. Facility supplies Breakfast, and Lunch. Kitchen is located on elementary school campus. All food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Outdoor play area was observed to be enclosed with playground equipment is in a safe condition, free of sharp, loose or pointed parts. At 9:40AM LPAs observed a two story apparatus with cushioned turf beneath. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There is adequate shade in the play yard. LPAs advised that no children shall be left without the supervision of a teacher at any time. All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic free. There are no firearms stored on the premises. There are no pools or bodies of water at the facility. LPA did not review staff files as they are housed at Compton Unified School District. LPA observed Current Mandated Reporter certificates for all Staff. LPA observed a Pediatric CPR/ First Aid for teacher Cruz Exp 10/27. LPA reviewed 3 Children’s files and observed them to be complete. The name of the child care center director or fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violate Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE, or LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies R&Rs throughout California. One Type B Deficiency was observed during today’s inspection for lead testing. Exit interview conducted and report was reviewed with Teacher Cruz. A copy of this report, appeal rights, and A notice of site visit was given and must remain posted for 30 days
