What the inspector wrote

On February 28, 2025 Licensing Program Analysts (LPAs) Portia Bowden and Tyler Reyes conducted an unannounced Annual Required Inspection at the above facility. LPAs met with Ms. Tapia Teacher in full day preschool classroom K1 and Ms. White Teacher in AM/PM classroom K2, explained the reason for visit, provided LIC 125 (Entrance Checklist) and were guided on a tour. Per Teacher White, the facility operating hours are Monday through Friday from 7:45 AM \342\200\223 2:30PM. LPAs observed all required documents on the facility licensing board (PUB 269, PUB 393, LIC 610, LIC 9224, LIC 613A). LPAs Observed an Emergency Drill log dated 11/24. This is a preschool program serving ages 2 to 5 years old, consisting of 2 classrooms (K1 and K2) and an enclosed outdoor play area. Classroom K1 holds an all day class from 8-2:35PM. Per Teacher Tapia there are 10 enrolled. LPA observed 10 Children in care napping during inspection. Classroom K2 is an AM program from 7:45AM-10:45Am and a PM Program from 11:30AM-2:30PM. Per Teacher White there are 14 enrolled in the AM and 12 Enrolled in the PM. LPAs observed 8 children in care during inspection. Also housed on the premises is a K-6th Grade Elementary. Also present during inspection were Teresa (Aide in K2) and Ms. Munoz (teacher in K1). Capacity and limitations as specified on the license are being maintained. Per Teacher White and Teacher Tapia there are children in care who require Incidental Medical Services. Per Teacher White there are children in care with food allergies. LPA reviewed sign in and out sheets both classrooms and observed 18 children signed in. The following was observed during the tour of the facility: furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. At 12:35PM LPA observed a Carbon monoxide detector (Sense Air) in line with the fire system of classroom K1 and K2. At 12:42PM LPAs observed children napping on cots in classroom K1, Per Teacher Tapia, Linens are sent home on Friday to be washed by parents and returned to facility. LPAs observed 1 age appropriate toilet, 1 age appropriate sink and one changing table in good repair in the bathroom located in classroom K1 and K2. Per Teacher White facility provides potty training. Per PIN 21-21-CCP lead testing to be conducted for all equipment used for drinking consumption. Per School Facility Plant Manager James no water lead testing has been done. At 1:00 PM LPAs observed a water dispenser connected to building water, children\342\200\231s water bottles as well as dixie paper cups. A type B deficiency will be issued for lead testing. At 1:00PM LPA observed disinfectants stored on a high shelf in a cabinet in the classroom K1 and K2, inaccessible to children in care. Per Teacher White there are no poisons on the premises. Facility provides breakfast and lunch which is supplied by the school cafeteria. Per Teacher Tapia outside food is not permitted in the facility. LPAs observed kitchen area to be clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. LPA observed kitchen knives stored behind the counter inaccessible to children in care. Per Cafeteria staff all employees have access to a list of Children with food allergies and provide substitutions. Outdoor play is conducted on a playground directly next to Preschool classrooms. Per Teacher White area is shared with the disabled preschool class on a staggered schedule and children do not co mingle. At 1:05PM LPA observed a two story play apparatus in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There is adequate shade in the play yard. LPA advised that no children shall be left without the supervision of a teacher at any time. All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic free. There are no firearms stored on the premises. There are no pools or bodies of water at the facility. LPA Reviewed no staff files as they are housed at the Compton Unified School District. LPA observed Teacher White\342\200\231s current Child Development Permit, Current Pediatric CPR/First Aid Certificate Exp 8/26, Current Mandated Reporter Certificate 8/25 however it is not the correct version as it does not state for child care providers, a Technical Violation will be issued, Teacher Tapia\342\200\231s Current Child Development Permits, Current Mandated Reporter Certificate Exp 2/25, Current Pediatric CPR/First Aid with an expiration date of 2/25. LPA Reviewed 7 children\342\200\231s files and observed them to be complete. The name of the child care center director or fully-qualified teacher(s) designated to act in the director\342\200\231s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Exit interview conducted and report was reviewed with Teacher White, Appeal rights and A notice of site visit were given and must remain posted for 30 days.
