On Wednesday, September 3, 2025, Licensing Program Analyst (LPA) Joanne Solorio-Campos conducted an unannounced annual inspection and met with Bianca Ciebrant, Program Director who guided LPA on a tour of the facility. This is a preschool program with a toddler component, that serves children ages 18 months to 5 years. This program operates Monday to Friday 7:30 a.m. – 4:00 p.m. Sign in and out takes place in each classroom entrance area. All areas identified on the facility sketch were toured and inspected both indoors and outdoors. LPA observed 51 children (23 toddlers) with 16 staff. The Toddler component is physically separate from the other components at this facility both indoors and outdoors. LPA entered classrooms 2, 3, 4, 5 (18-36 months). LPA Solorio-Campos observed 23 children and 7 staff present in the classrooms. LPA observed age-appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts. LPA observed a cubby for children to store their personal belongings. LPA observed cleaning solutions stored inside the top cabinet making it inaccessible for children to reach and open. LPA observed trash bins with a lid. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats with individual tight-fitted sheets, bookshelves, and other activity materials for the children. Drinking water is available in the classrooms via water igloos located within each classroom. LPA entered classrooms 7, 8 and 9 (3- 5 years). LPA observed 28 children and 9 staff present in the classrooms. LPA observed age-appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts. LPA observed a cubby for children to store their personal belongings. LPA observed cleaning solutions stored inside the top cabinet making it inaccessible for children to reach and open. LPA Perry observed trash bins with a lid. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats with individual tight-fitted sheets, bookshelves, and other activity materials for the children. Drinking water is available in the classrooms via water igloos located within each classroom. Heating, lighting, and ventilation were evaluated. LPA observed central AC/heater and vents located on the ceiling. LPA observed the thermostats located in classrooms and temperatures were observed to be between 71-74 degrees. LPA observed the fire extinguishers located in classrooms and hallways and the valve on the required 2A10BC fire extinguishers indicating fully charged and serviced on 7/23/25. The smoke detectors are in combination with carbon monoxide detectors and were not tested during this visit due to the detectors being wired to the emergency pull down fire alarm system. The last emergency drill was conducted on 7/31/25. LPA observed napping equipment mats to be in good condition and stored in each child’s cubby inside the classrooms. First aid kit supplies are kept inside the classrooms and LPA observed the kits to be fully equipped. During this visit, Director Bianca, stated that they currently have children with medication or severe food allergies. LPA observed medication storage and documentation. LPA asked if there were any poisons, firearms or weapons and Director Bianca stated they have none of the above mentioned and LPA did not observe any. Bianca stated the ill isolation area takes place in the Health Nutrition Coordinators office and children will utilize staff restroom. Classroom 2 and 3 share restrooms, classroom 4 and 5 share restrooms and the restroom is located between both classrooms and all classrooms also have a changing table available if needed. LPA observed the restrooms to have working toilets, sinks, hand soap dispenser and paper towels. Classrooms 7, 8 and 9 each have their own restroom and LPA observed an adaptive changing table in classroom 7 and classroom 9. LPA entered the outdoor play area. The facility has 3 fully fenced playground areas one designated for the toddlers component and 2 for the preschool program. Fencing is an iron fence, which was observed to be at least four feet high. The toddler play yard is designated for the toddlers only. Shade is provided via a fixed shade structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via water jugs. LPA did observe a Therapeutic pool on site located behind classroom 9 and is accessible from one of the preschool play yards. Licensing staff observed the pool area to be surrounded by a chain link and iron fence and is over 10 feet high. The Therapeutic pool is used by the children as a therapeutic activity and when in use children will be supervised by Water Safety Certified staff. The pool remains closed and locked while not in use. The pool was observed in compliance with the required Title 22 regulations and LPA observed the required life ring, 12ft rescue pole with hook and the daily inspection log. This program provides breakfast, lunch, and pm snack. Meals and snacks are provided by the facility. LPA informed Director Bianca that any food brought from the children's homes, the container shall be labeled with the child's name and properly stored or refrigerated. LPA observed the food preparation area to be clean and free of litter, rubbish, rodents, and/or any other vermin and storage containers for solid waste, including movable bins with tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects, and rodents. The following documents were posted in a prominent, publicly accessible area at the facility: Facility License, Notification of Parents' Rights (PUB 393), Personal Rights (LIC 613A), Menu, and Earthquake Preparedness (LIC 9148). PUB 269 Child Passenger System Poster, and Daily Schedule. LPA observed Bianca Ciebrant, Program Director Pediatric First Aid/CPR certification to be on file and expires 8/2026. Preventative Health and Safety certification on file, CCLD orientation on file and has proof of immunization against Pertussis, MMR, and Influenza declination. Director has completed the mandated reporter (AB 1207) training expires 7/12/26. Director was advised that the mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com . LPA reviewed the children’s roster, children’s files and staff files and observed the files to be complete Director Bianca was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Lead testing was completed on 1/2022 and had no lead exceedances. LPA discussed the safe sleep regulations with Bianca and discussed the Child Care Licensing Safe Sleep webpage a https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
