What the inspector wrote

Licensing Program Analyst (LPA), Keyona Scott, conducted an unannounced Case Management - Incident inspection on 04/23/2025 at 3:21 PM for the purpose of concluding investigation of an incident that occurred on 02/14/2025 between staff and a child. LPA met with facility representative (S1) earlier during the day for a previous inspection conducted at the facility on 04/23/2025. LPA observed proper teacher to children ratios. Principal, Paula Swearingen, departed facility at 3:20 PM. As a condition of employment, all individuals working or present at the facility that is operated by a school district shall obtain a criminal record clearance or criminal record exemption. The school district shall notify the Regional Office, if there is a change of status of an individual's criminal record clearance. During inspection, LPA obtained copy of Region South Employee Misconduct Investigation Summary. On 02/18/2025, the El Segundo Child Care Regional Office was notified of an unusual incident that occurred between a staff and a child. It was reported that the child spit at the staff and the staff spit back at the child. During the investigation, interviews were conducted. Based on information obtained, the weight of the information received did not reveal that witnesses fully observe what occurred. Although the incident may have happened or is valid, there is not a preponderance of evidence to prove the above alleged incident did or did not occur; therefore, the incident is UNSUBSTANTIATED. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Facility Representative (S1).
