What the inspector wrote

Licensing Program Analysts (LPAS) A. Padilla and T. Tran conducted an subsequent unannounced visit at ChildTime Children's Center for the purpose of investagating the above complaint allegation. Upon arrival LPAS met with Director Ana Fragoso and toured the facility. During today's inspection, LPAS conducted interviews with staff and obsevred staff/child napping ratio. Based on the information that was collected through interviews and observations, staff confirmed that morning hours between 6:30-AM-9:30AM the facility was operating over the ratio due to a lack of staff available to open the center. Staff indicated that this happens frequently and almost everyday of the week. A staff member supervised 14 children for approximately 5-10 minutes until more staff arrive. At 1:30 LPAS inspected the classrooms during nap time and observed a classroom (Pre k) to have 1 staff with 22 children and 6 children awake and classroom (2's) to have 22 children 1 staff and 2 children awake. Based on this observation the preponderance of evidence the allegation of the facility is substantiated and the allegation is valid due to the preponderance of the evidence standard has been met.1:30 PM the facility was cited for a TYPE A deficiency. Please see complaint investigation report LIC 9099D for deficency cited. An exit interview was conducted, and a notice of site visit was provided along with appeal rights.
