What the inspector wrote

On August 29,2024, at 11:40am, Licensing Program Analysts (LPAs) A. Carter and T. Tran conducted an unannounced Required Annual inspection and met with Facility representative (FR), Lisa Salazar. LPAs disclosed the purpose of the inspection and was granted entry into the facility. LPAs was taken on a guided tour of both the indoors and outdoors of the facility. Teacher-child ratios were observed, and staff names recorded. All center staff that were present during today\342\200\231s inspection had fingerprint clearance and are associated to the designated license number. Care and supervision were evaluated to determine if the basic needs of children are met and appropriate. On this premises, facility also obtain a school-age license (192004094) FR stated, school-age program is currently not operating at this time. The hours of operation are 6:00am \342\200\223 6:00pm, Monday - Friday. Facility is currently licensed for a capacity of 41. At the initial start of the site visit, there is a total census of 8 children and a total census of 4 teachers present. The facility is made up of 2 classrooms 4 children and 2 staff in each class present at time of inspection. LPAs observed all posting requirements for operation on the posting board and the following documents were observed: LIC 203A-License, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent\342\200\231s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, and Activity Schedule. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Children napping equipment met the requirement regulation at time of inspection. Storage for children's belongings, bathrooms facilities, and isolation areas were inspected. Age-appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, safety, and sanitation. LPAs observed cubbies with puzzles, books, and other appropriate toys to be clean and free of hazards at time of inspection. LPAs observed carpets and age-appropriate tables and chairs in each classroom. LPAs observed first aid kept on the wall in each classroom. Facility provides snacks. Children bring their own lunch and its stored in individual cubbies by their classroom. Snack items are properly stored. Food preparation area was toured and found in compliance for safety, cleanliness, and proper storage. Drinking water is provided via filter water line. LPAs confirmed Carbon monoxide and smoke detectors were present and determined to be in operable condition. Page 1 of 3 Fire extinguishers were observed as serviced on 12/19/2023 . Hazardous items including poisonous cleaning compounds were stored inaccessible area to children. A review of medication policy, including administering, labeling, storage, and records was made. Fire & Earthquake drill observed conducted monthly with last drill conducted on 06/2023 per observation. At 11:55am, LPAs observed outdoor play area which consists of playhouses, bikes, slides, rock climbing, toddler size basketball court, a see-saw, and toodler size picnic tables. Outdoor equipment was inspected for safety, cushioning material, good repair, and age-appropriateness. Required shade and fencing were inspected. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed at time of inspection. Children and staff records were reviewed. LPAs observed current CPR and First Aid Certification for center staff. CPR card expires on 05/2025 for FR, Lisa Salazar. S1 was missing mandated reporter for child abuse. Facility was informed of responsibility to report suspected Child Abuse by calling the Child Abuse Hotline at 1-800-540-4000. LPAs advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation, this includes any changes as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location. LPAs informed the Facility Representative of the Child Care Advocate Program (CCAP) to provide many other helpful resources to the licensees and the public. LPA advised access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . Facility representative (FR), was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Page 2 of 3 CCC COMPLETED TESTING AND REMEDIATED LEAD EXCEEDANCES. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPAs referred FR to the Department website for lead: Lead Toxicity Prevention and Water Testing Information LPAs discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPAs reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Type B deficiency was cited at this time. A notice of site visit was given and must remain posted for 30 days. The Notice of Site Visit (LIC 9213) \342\200\223 must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview conducted and report was reviewed with the facility representative, Lisa Salazar. Page 3 of 3
