What the inspector wrote

Licensing Program Analyst (LPA) Veronica Martinez Garza conducted an unannounced Annual/Random inspection at the above facility on 02/17/26 at 11:45 am. LPA met with Rocio Hernandez licensee who guided LPA on a tour of the facility. There were 08 children and licensee\342\200\231s assistant present in the home. According to the licensee, 10 children are enrolled; however, their schedules vary and some are school age children. Operation hours are Monday \342\200\223 Friday 05:30 a.m. \342\200\223 04:00 p.m. LPA conducted the inspection in Spanish . This is a one-story home which consists of 4 bedrooms, 2 bathrooms, living room, dining room, kitchen, garage, back ADU (day care room), and front and backyard (fenced). According to the licensee, children use the living room, dining room, 2 bathrooms, and back ADU. Licensee stated that the areas off limits to children and parents include the 4 bedrooms, kitchen, front yard, back yard, and garage. Family members residing in the home are 3 adults and 1 minor. According to the licensee, there is 1 dog in the premises. LPA toured all areas identified on the facility sketch used by children during this visit and were inspected for safety, comfort, and cleanliness. Tour began in the living room where LPA observed furniture, cots, and (3) cribs. LPA observed licensee removed 1 crib sheet from one of the cribs that was being used by an infant. LPA did not observe the infant to be sleeping. LPA provided a technical violation. LPA then toured the dining and observed a dining table with chairs. According to the licensee, the kitchen is off limits to children. LPA observed that the kitchen cabinets have child proof locks. LPA was then guided to the children\342\200\231s bathroom. LPA observed that the children\342\200\231s bathroom is safe and in sanitary conditions. The bedrooms were observed to be inaccessible to children. Page 1 of 4 Per licensee, the front yard, backyard, and garage are off-limits to children. LPA was then guided to the ADU where LPA observed age-appropriate, materials, and equipment for children. The ADU has a small kitchen and 1 bathroom. Per licensee, the kitchen is rarely used and is off-limits to children. LPA toured the bathroom and observed it to be safe and in sanitary conditions. The first aid kit was observed to be available. At 02:08 p.m. smoke and carbon monoxide detector were observed to be operable. The valve on the required 2A10BC fire extinguisher indicates fully and was purchased on 10/08/25, per the attached receipt. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. LPA observed the following required posted documentation in the living room and ADU: Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form, LIC 610- Emergency Disaster Plan and PUB 269 California Child Passenger Safety Law. All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill conducted was on 02/02/26. Children\342\200\231s roster was available for review during the inspection. Per licensee, food is provided to children. Licensee was advised that if food is brought from the children\342\200\231s homes, all containers must be labeled with the child\342\200\231s name and properly stored or refrigerated. The facility has a working telephone, ventilation, and heating. Detergents, cleaning compounds, medications, and other items which could pose a danger to children were observed to be inaccessible to children. The licensee states that there are no poisons in the home and understands that storage areas for poisons must be locked with a key or combination lock. According to the licensee, there are no firearms, weapons or bodies of water in the home. Children and staff records were reviewed. LPA reviewed 9 children\342\200\231s files and observed 1 out of 9 children were missing LIC 9227. According to the licensee, the form was given to the parent and should have been in the file. LPA provided a technical violation. LPA reviewed 2 staff files are were observed to be complete. Children and staff names were documented on the LIC 811, and a copy was provided to the licensee during the inspection. AB1207 Mandated Child Abuse Reporting \342\200\223 On or before March 30, 2018, any person who works in a child care facility shall complete the training and renew the training every 2 years. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee Rocio Hernandez confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no deficiencies being issued today.
