What the inspector wrote

On 10/23/25 Licensing Program Analysts (LPAs) Portia Bowden and Javier Duran conducted an unannounced Annual Inspection at the above facility. At 1:15PM LPAs arrived to residence and met with Licensee Noemi Perez, provided entrance check list and conducted a tour of the home. LPAs observed 2 children in care including 1 infant during inspection. Per Licensee there are 12 children enrolled. Per Licensee Infant is her neighbor\342\200\231s child and not enrolled in daycare. Per Licensee infant is a drop in for this week and she will provide care as needed. Per Licensee hours of operation are 24 hours. LPAs reminded Licensee that care may never exceed 23 hours. Per Licensee transportation is provided. Per Licensee overnight care is provided. Per licensee she is apart of the food program and provides Breakfast, AM Snack, Lunch, PM Snack and late snack. Per Licensee outside food is not permitted in the facility. Per Licensee no children in care require medication or have food allergies. LPAs observed documents on licensing board (Facility License (LIC 203), Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040), Emergency Disaster Plan (LIC610a) and ER drill log last dated 10/20/25. LPA observed Licensee\342\200\231s current Mandated Reporter certificate exp 3/27. LPA observed the licensee\342\200\231s current CPR/First Aid Certification Exp 2/27. Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: This is a one-story home consisting of 3 bedrooms, 2 bathrooms, living room, kitchen, enclosed patio/ converted attached garage (main daycare areas) and enclosed back yard. Per Licensee areas off limits to children and parents include all 2 bedrooms, 1 bathroom. At 1:30PM LPAs observed a fully charged 2A10BC fire extinguisher on the kitchen counter with a purchase receipt dated 10/25. At 1:35PM LPAs observed a functioning carbon monoxide detector and smoke detector on the living room ceiling. The home was observed to have proper ventilation and heating for safety and comfort. LPA observed an electric fireplace in the living room. Per Licensee it is never in use and not plugged in. At 1:40PM LPAs observed floor vents in the living room unbarricaded. Per Licensee the floor vents are connect to the heating system in the home however the system is not in use. Per Licensee she does not light pilot and heater is not in use. Per licensee she uses portable electric heaters when the home is cold. The home maintains telephone service via cell phone. Per licensee there are no firearms on the premises. Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. At 1:45PM LPAs observed kitchen knives in a high kitchen cabinet on the highest shelf inaccessible to children in care. Per licensee cleaning supplies are kept in the locked shed located in the enclosed backyard. Bathroom children use was observed to be clean and free of hazards. Per Licensee she stores diapers and wipes in the bathroom sink cabinet. Per Licensee potty training is provided. At 1:45PM LPAs observed age appropriate learning materials and toys in the main daycare area (attached converted garage). LPAs observed playyards and cots for sleeping for children in care located in the daycare bedroom. Per Licensee all linens are washed in the facility once a week and as needed. Per Licensee children in care never eat or sleep in the daycare garage. At 1:35PM LPAs observed a sleeping child in the daycare bedroom with the door closed. LPAs advised Licensee that bedroom doors are required to be left open while children are inside sleeping. A technical violation will be issued. Outdoor Play for children in care is located enclosed backyard. At 1:50PM LPAs observed grassy area and age appropriate toys. LPAs observed a large German Sheppard in a kennel on the side of the enclosed backyard, inaccessible to children in care. Per Licensee she also has two small family dogs that are kept in an offlimit bedroom. Per Licensee she does not permit family dogs to interact with children. LPA observed no bodies of water on the premises. 1 child\342\200\231s file was reviewed and observed to be complete. Per Licensee she does not have a file for drop in infant as he is not enrolled in daycare. Per Licensee infant has attended daycare for 3 days total. LPAs advised Licensee that files should be kept on all children in care regardless of how frequent they attend. LPAs did not observe a sleep log for 1 infant in care, per licensee she is aware of infant safe sleep, she does check infant every 15 mins and she will begin documenting. Licensee\342\200\231s file was reviewed and observed to be complete. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No Deficiencies were observed during today\342\200\231s inspection. 1 Technical violation for bedroom door being closed was issued. Exit interview conducted with Licensee Noemi Perez, a copy of this report was prrovided. A notice of site visit was provided and must remain posted for 30 days.
