What the inspector wrote

On 03/28/2025, Licensing Program Analyst (LPA) Justeene Tamayo conducted an unannounced required inspection and met with licensee Maria Hernandez who guided LPA Tamayo on a tour of the facility. During the visit, there were 2 infants and 4 preschool age children in care. Licensee's grandson was also present at the time of inspection and will count in ratio , along with licensee #2. Operating hours are from Monday – Friday 6:00am – 6:00pm. Family members residing in the home are 3 adults(licensee's and licensee's husband) and no minor children. This facility is a single - story home that consists of 1 bedroom, 1 bathroom, kitchen, living area, dining room, garage, and front and backyard fenced. The daycare room is located in the back of the home which is in a 2 nd living space in the home. Areas off limits to children include- bedroom, kitchen, living room and front yard. There is a section of the backyard that is gated and is off limits to the children. Areas accessible to children include the day-care room, and bathroom to the right of the daycare room. The main care area is barricaded by a safety gate leading to the kitchen. LPA Tamayo inspected the facility for safety, comfort, cleanliness, ventilation and working phone (land line and cell phone). For ventilation, LPA Tamayo observed central AC and the vents located on the ceiling. LPA observed the furniture, children’s materials, to be in good condition and age appropriate. LPA did not observe a fireplace nor a wall heater. LPA observed cots and cribs for the children that are utilized during nap time. LPA Tamayo observed cleaning compounds items, knives and sharp objects stored on a high kitchen cabinet near the sink in the off limits kitchen area. Cleaning compounds are stored in the bottom kitchen sink cabinet with a magnetized child proof lock. For water drinking, licensee stated she provides filtered water in a pitcher, and use disposable cups and are refilled as needed. The licensee stated the facility provides breakfast, lunch and p.m. snacks and participated in a food program. Licensee stated she currently does not have any children with severe food allergies nor on medication. LPA Tamayo entered the bathroom and observed the toilet, hand washing sink, hand soap and LPA observed the bottom sink cabinet closed and did not observe hazard materials and observed the restroom to be in good condition. LPA Tamayo asked the licensee if there were any pets, poisons, firearms, weapons, or bodies of water. The licensee stated she no longer has her 2 dogs, no poisons and no bodies of water, no firearms, and no weapons. LPA did not observe pets, poisons, firearms, weapons, nor bodies of water. The license was informed that if any poisons (ex; Drano, rat poison or items that fall into that category), firearms and weapons are purchased, it is required to be locked with a key or combination lock and firearm and ammunition must be stored separately. LPA Tamayo observed the required 2A10BC fire extinguisher located in the kitchen and the valve on the green area indicating fully charged and serviced. LPA observed carbon monoxide detector and smoke alarm located in the daycare room. LPA tested the carbon monoxide and smoke alarm. LPA Tamayo heard the sounds and are operable. LPA observed the first aid complete with band aids, gauzes, adhesive bandages, and antiseptic wipes and located in the hallway storage. For ill isolation, licensee stated she utilize a quiet corner of the day care room. Last Fire/Disaster Drill was conducted on 03/20/2025. LPA Tamayo inspected the play outdoor (backyard) area that is utilized by children for safety, comfort, and cleanliness. LPA observed the backyard to be fenced and gates closed and with a hinge lock. LPA observed the play equipment to be age appropriate and in a safe condition, free of sharp, no lose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards (concrete). For outdoor water drinking, licensee brings out pitcher for water and refill as needed. LPA Tamayo observed licensee Pediatric First Aid/ CPR certification expires on 07/19/2025 for Maria and 07/19/2025 for Monica. Licensee's have proof of immunization against Pertussis, MMR and Influenza. Licensee's have completed the Child Abuse Mandated Reporter (AB 1207) training expires on 03/28/2027 for Maria and 01/31/2026 for Monica. Licensee was advised that the mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com LPA observed the required postings License, LIC 610A Emergency Disaster Plan, Pub 394 Notification of Parents Rights, LIC 999 Facility sketch, and child car seat law poster. LPA also, reviewed children roster, children files and staff files. LPA observed the files to up be complete. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee Hernandez was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPAs discussed the safe sleep regulations with licensee Hernandez and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. No deficiencies have been cited at this time A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Maria Hernandez, along with a copy of her appeal rights and Notice of Site Visit.
