What the inspector wrote

On 01/07/2026 at 9:30AM Licensing Program Analyst (LPA) J.Duran conducted a Required Annual Inspection. LPA met with Licensee Maria Monteon. LPA explained the purpose of the inspection and provided Inspection Entrance Checklist, LIC 126. Also present during today\342\200\231s inspection is licensee\342\200\231s assistant Gabriel Monteon. All adults present have background clearance. Upon arrival, LPA observed 10 children in care, including 2 infants observed to be in playing in play yard in the living room. During this inspection LPAs observed that the care is conducted in the living room. The attached patio was observed to be closed and no children were observed in off limits room. Licensee was reminded to ensure the off limit areas are kept closed and inaccessible to children in care. This is a one-story home which consists of 3 bedrooms, 2 bathrooms, kitchen, living room, front yard and backyard (fenced). There is a separate dwelling in the back yard consisting of two rooms with a gate that divides the property. The names of occupants provided by licensee are fingerprint cleared adults. Per Licensee the following areas are used for day-care: living room, dining area, backyard (fenced), and restroom. LPA observed play yards, sleeping mats and blankets, per licensee the children nap in the living room and eat in the kitchen. Per Licensee, Off limit areas include: All bedrooms, enclosed patio, laundry room in den, front yard and separate dwellings. Per licensee, current hours of operation are Monday-Sunday 24 hrs a day. LPA discussed overnight care regulations. LPA observed the required posted documents visible to parent/guardians of children in care. LPA observed completed facility records including; LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan. Fire extinguisher indicated fully charged with service tag of 01/16/2025. The home maintains telephone service via cell phone. The licensee provides food for children in care. There are no children currently taking medications. Smoke and carbon monoxide detectors were tested and are operable. Licensee states that there are no poisons stored in the home and understands that all poisons must be locked, not only inaccessible to children. Per Licensee there are no firearms or weapons stored in the home. Isolation area for sick children waiting to be picked up is in living room, away from the other children. Page 1 of 3. *****Inspection was conducted in Spanish***** Currently, children are using the back yard for outdoor play. The outdoor play area was observed to be fenced. LPA observed that the outdoor yard has toys and other materials for children to play with. Facility does not have a pool or similar bodies of water. The facility has 2 dogs that are kept in the dog run inaccessible to children in care. Children\342\200\231s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunization's Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents\342\200\231 Rights, and documentation of 15-minute Infant Sleep Check (0-24 months). All files were complete. Licensee Mandated Reporter Training Certificate issued 10/22/2025. Pediatric First Aid & CPR Certificate expires 03/09/2026. Staff records were reviewed for approved Pediatric First Aid and CPR certification, LIC-501: Personnel Record, LIC 508-Criminal Record Statement, LIC 9052- Employee Rights, Proof of immunizations against measles, pertussis and influenza or influenza declination, TB clearance or risk assessment, LIC 9108- Statement Acknowledging Requirement to Report Child Abuse and current Mandated Reporter Training certificate. Staff was missing Mandated Reporter Training, 1 type B deficiency was issued as this poses a potential health, safety or personal rights risk to persons in care. Licensee Maria Monteon was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee Maria Monteon and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee Maria Monteon of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee Maria Monteon was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Maria Monteon, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
