On May 18, 2026, at 10:25 AM, Licensing Program Analyst (LPA) Janet Gil and Licensing Program Manager (LPM) Emiko Bell held an In-Office Meeting with Licensee Naira Javakhyan. Licensee's friend Arpi Mnatsakanyan was present to assist with translation as needed. The purpose of the In-Office Meeting was to discuss the spouse of the licensee residing in the home located behind the facility operating a new Family Child Care Home license. The Department received an application from the licensee’s spouse, Nerses Noninyan (A1), on 10/13/2025 requesting a Small Family Child Care Home license with a capacity of eight children to provide care from an Accessory Dwelling Unit (ADU) located behind the main residence at 11115 Monogram Ave, Granada Hills, CA 91344, where the licensee resides. A1 operates Noninyan Family Child Care license #195700009 at 11117 Monogram Ave, Granada Hills, CA 91344. The licensee previously documented on the LIC 279 Application for a Family Child Home License that A1 resides in the home. A1 also has an associated fingerprint clearance connected to the licensee’s Family Child Care Home license. Per the licensee, she is not divorced from A1, but is legally separated. During the In-Office Meeting, the licensee indicated that she is legally separated from A1 and provided page 1 of the Family Law Case Cover Sheet and Certificate of Grounds for Assignment to District which shows that the legal date of separation was 06/01/25. LPA and LPM reminded the licensee that each time an adult resident moves into or out of the home, the licensee must notify the Department and update/submit an LIC 279. During today's meeting, Licensee completed an updated LIC 279 indicating that A1 does not reside in the home. Continue on Page 2 Page 2 Continued… LPM and LPA reminded the licensee that although both facilities are located on the same property, there shall be no commingling between the two licenses. Each facility must operate independently and maintain separate staff, children, records, and daily operations at all times. On 02/23/2026 LPA Zaragoza conducted a Pre-licensing inspection for Noninyan Family Child Care Home. During the pre-licensing inspection, the licensee was present to assist with translation. LPM and LPA advised the licensee, Naira Javakhyan, that she should not be present at the facility to assist her spouse and should instead be present and responsible for providing direct care and supervision at her own Family Child Care Home. LPM and LPA further advised that if there are language concerns, the Department has certified interpreters available to assist. During the In-Office Meeting, licensee Naira Javakhyan also provided a signed Declaration stating that there will be no commingling of children between the two facilities, that she will be present at her facility and provide direct care and supervision of children at all times, and that she resides at the facility address where licensed care is being provided. An exit interview was conducted with Licensee Naira Javakhyan.
