What the inspector wrote
Licensing Program Analyst (LPA) Brittanee Cleveland conducted an unannounced random annual inspection to the above facility on 03/04/2026. LPA arrived at the facility at 09:45 AM, identified self and met with Karla Breceda, Assistant Director who guided analyst on a tour of the facility. This is a childcare center which consists of 18 rooms. Facility operation hours are Monday to Friday from 7:30 AM to 6:00 PM.
All areas identified on the Facility Sketch were inspected.
All 18 rooms were not in use at the time of inspection. There were 143 children and 16 staff present when LPA arrived.
During the inspection, furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Each room had labeled cubbies for children to place their personal belongings.
Age-appropriate sinks and toilets were inspected for availability and good repair in the restrooms. General sanitation was observed. Availability of indoor drinking water was observed in classrooms. Per Assistant Director, children can bring their own water bottle daily but are not required to because cups are available for refills. The facility used a filtered water system for refills. Each room has its own refill pitcher.
Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Poisons are locked away in cabinet of each classroom, inaccessible to children. Carbon monoxide and smoke detectors were observed and are operable.

All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids or solid waste bags shall be discarded immediately after each meal. LPA advises that if certain areas, such as restroom, are used to help with storage, children shall not have access to the items and are to be supervised when in these areas.
Napping arrangements were discussed. Children sleep on mats with a cover provided by the facility. Children bring a blanket and pillowcase from home. Items from home are sent back on Fridays for washing.
Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with turf material that absorbs a fall. There is adequate shade in the play yard. Assistant director stated to LPA that facility intends to put canopy tents back outside because they were taken down due to harsh weather conditions. Availability of outdoor drinking water was observed. LPA advised that no children shall be left without the supervision of a teacher at any time.
All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic-free.
Per Director, there are no firearms stored on the premises.
This facility does have a pool. The pool is 2 \302\275 to 3 feet deep. At the time of inspection, Assistant director stated that children are not using the pool but the swim classes are expected to resume after spring break (beginning April). Pool has 6 feet tall gate with metal fencing around the gate. Facility does keep a daily inspection log for the pool. There is a life ring and 12 feet life pole accessible in the pool area.
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
There is at least one person trained in CPR and Pediatric First Aid present during this inspection.
LPA also reviewed staff records. The review of Staff records was documented on the LIC 859. Staff present did have proof of the AB 1207 Mandated Reporter Training certificate on file. Staff did have proof against measles and pertussis. LPA advised that all Mandated Reporter certificates shall be renewed every two years.--- Page 2
Children\342\200\231s Records were reviewed. The children\342\200\231s records are digital via Playground. LPA observed the process in which children\342\200\231s files are kept. Children's roster was reviewed and is current. Sign-In and Sign-Out sheets, which are digital, were reviewed. All children present were signed in. LPA has advises that facility should keep a chart of the forms received for each child since the forms are digital.
Menus are posted one month in advance where it is visible by the child's authorized representative. Menus for the past 30 days are available upon request. Each room has a snack and lunch menu. Lunch is provided by a lunch program for the parents who request it for their child.
Disaster drill log was available, last drill was conducted on 02/26/2026. Fire extinguishers were last serviced on 02/20/2026.
First Aid supplies were observed in the facility. The facility was observed to be equipped with an isolation area for any child who becomes ill. The isolation area is the conference room. If a child becomes sick, a floating teacher or director will sit with child in conference room until the child is picked up.

Licensee [or facility representative] was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018,
requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
A notice of site visit was given and must remain posted for 30 days.
