What the inspector wrote

On 3/01/2023 at 8:36 AM Licensing Program Analyst (LPA) Laticia Thompson arrived at the home of Rasheeda Grant , Applicant to conduct an Announced Pre-Licensing Inspection. The facility operation hours will be Monday \342\200\223 Friday 7:30am to 5:30pm. The applicant is applying for a small family child care. Applicant will care for a capacity of 8 children, ages 0 months-12 years. Family members residing in the home include the applicants, Life Partner. Applicant\342\200\231s home is a one-story home. There is limited parking and street sweeping on Mondays and Tuesdays 12pm-2pm. The applicant guided LPA on a tour of the home. Parents will enter and exit the home through the front door. At the entrance area there is a book shelf stand used for parents to sign children in and out. There are required posting and a poster board located on the wall above the book shelf. There is a safety gate preventing children from accessing the door entrance to the living room. There is a retractable mesh safety gate separating living room and dinning room areas. Living Room, Dinning Room, Kitchen, Bathroom, Bedroom #2, Back Yard at end of gate separation (on limits) are the areas where care will be provided. Front Yard, Bedroom #1, Bedroom #3, Garage, yard located on the left hand side of home, backyard section separated by gate are off limit areas. Care will mainly be provided in the living room and dining room area. LPA observed age appropriate furniture, safe toys, play equipment and learning materials located in both living room and dining room areas. There is one crib and 8 cots for napping located in the dining room area. LPA observed first aid kit, an emergency kit and thermometer. On the wall in the dining room, medications are stored in a storage cabinet with a padded lock that requires a key. Applicant stated there are no firearms in the home. LPA inspected the kitchen area that is located next to the dining room area. There is a safety gate preventing children from accessing kitchen area. Cleaning compounds are stored under the kitchen sink with a magnetic safety lock and are inaccessible to children. All kitchen drawers & kitchen cabinets have safety latches or magnetics preventing access. The home has a smoke alarm in the kitchen that is in operable condition. The home has a 5 HI SA 40 ABC fire extinguisher located on the kitchen wall. Applicant will provide food for children in care. The refrigerators and freezer are clean. Applicant will use a separate refrigerator to store food for children in care. The children refrigerator is located in the laundry area next to the kitchen. In the hall and dining room areas there are heaters for heating the home. The two open face heaters are screened to prevent children from accessing. There are no fireplaces located in the home. There is a smoke alarm/carbon monoxide combo detector located on the ceiling and a single carbon monoxide detector on the wall, located in the hallway. The carbon monoxide detectors and smoke alarm were tested and are in operable condition. There are home additional smoke detectors through out the home. All electrical outlets located in areas where care will be provided are covered with protectors preventing access. All doorknobs through out the home have safety knobs. LPA inspected bathroom area, cleaning solutions are located under bathroom cabinet with a magnetic safety lock preventing access. Cabinets containing hygiene products are secured with safety latches making items inaccessible to children. LPA did not observe any visual safety hazards in bedroom1, 2 and 3. When a child shows signs of illness the child will be separated in a separate room from other children. Applicant will use bedroom #2 or dinning room (Classroom #2). Children will access the backyard play area by exiting through the back door located in the laundry room. The outdoor play areas are completely fenced, and children will be supervised at all times. LPA observed safe play equipment/structures with cushioning surroundings. There is a section of the backyard that is off limits. This area is separated by a gate. LPA did not observe any visual hazards. There is a side yard that is off limits and a gate to prevent children from accessing the area. LPA inspected the garage located in the backyard area which is off limits. LPA observed lawn mowers and gardening tools. LPA observe equipment that have been banned or recalled by United Consumer Product Safety Commission. LPA advised applicant of none usage of products when children are in care. LPA provided Applicant with a flyer of pictures with example of banned equipment. Applicant stated items belong to a family member and will not be used during day care operating hours. The home is clean and orderly. The home has cell phone services specifically for use of the facility only. The cell phone will remain in the home during operating hours. The inside of the home does not have stair casing. The home does not have a pool or bodies of water. There are no pets. LPA advised applicant of smoking is prohibited on the premises of a family child care home. Applicant stated no one in the home smokes Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed with applicant, the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.
