Inspector’s narrative

What the inspector wrote

On May 29, 2026, at approximately 8:50 AM, Licensing Program Analyst (LPA) Janet Gil conducted an unannounced case management inspection at the facility. LPA met with licensee, Manik Khachatryan, and explained the purpose of the inspection. Present during today’s inspection were the licensee, spouse, and several construction workers. The licensee and spouse have criminal record clearances and are authorized to be present around children in the child care home. LPA Gil arrived to conduct an annual inspection; however, upon arrival, the home was observed to be under construction. Per licensee and spouse, the facility experienced a roof leak earlier this week and was required to temporarily close in order to begin repairs and construction. Per licensee, the facility ceased operating on May 25, 2026. Licensee stated the facility anticipates being closed for approximately two to three weeks and will notify the Department prior to reopening. Licensee failed to notify the Department of the temporary closure and construction occurring within the family child care home. A Type B deficiency was issued on this date. Please refer to LIC 809-D for additional information. LPA Gil provided licensee with LIC 9211, Request for Inactive Child Care License, to request inactive status while construction is being completed. Licensee completed and submitted the form during today’s inspection. LPA also informed licensee that, due to the facility being licensed as a Large Family Child Care Home and changes being made to the home, fire clearance must be obtained prior to the facility returning to active status. One Type B deficiency was cited on this date under California Code of Regulations, Title 22, Division 12, Chapter 1. Please refer to LIC 809-D for additional information. A Notice of Site Visit was provided and shall remain posted for 30 days. An exit interview was conducted and the report was reviewed with licensee, Manik Khachatryan.
