What the inspector wrote

On 12/13/2023, LPA Clayton conducted an unannounced visit to deliver the findings on the above allegations. LPA was greeted by Licensee Svetlana Pasechnikova. LPA toured the FCCH inside and outside for Health & Safety inspection. LPA Clayton observed 6 children being supervised and cared for appropriately by Licensee and a fingerprint-cleared assistant. LPA conducted the initial inspection on 09/21/2023. On 11/03/2023, an Informal Conference was conducted with Svetlana Pasechnikova, LPA Clayton and LPM Starks. Based on LPA’s observation of children in care on 09/21/2023, the above allegation was substantiated and Health and Safety code 1596.80 is cited (see LIC 9099D). Notice of Operation in Violation of the Law (NOV) LIC 195 was provided on 09/21/2023. Exit interview conducted, and report was reviewed with Svetlana Pasechnikova. A Notice of Site Visit was provided and must remain posted for 30 days.

    1596.80 Child day care facilities, licenses No person, firm, partnership, association, or corporation shall operate, establish, manage, conduct, or maintain a child day care facility in this state without a current valid license, therefor as provided in this act. This requirement was not met as evidenced by: On 09/21/2023, LPA observed 5 children in care, being supervised by provider/applicant. Provider acknowledged that she was aware that she is not licensed to care for the children as her application was pending. This poses an immediate health, safety or personal rights risk to persons in care.
