What the inspector wrote

On 09/21/2023, Licensing Program Analyst (LPA), Adrian Risher conducted a pre-licensing inspection for a family child care home . LPA met with applicant Satenik Brutyan, Applicant and toured the facility. The applicant and her adult daughter Stella Arakelyan were the only individuals present at the time of the inspection. LPA did not observe any children present. The home is clean, orderly and comfortable. All adults in the home have been fingerprinted and associated to the facility. The hours of operation will be 24 hours Monday thru Friday. Applicant is requesting to have a family child care home with a capacity of 8 . The single family home has 4 bedrooms and 2 bathrooms. The daycare will consist of Bedroom 3, Bedroom 4 and Bathroom 2. These areas were inspected by LPA. The other bedrooms and rooms are considered off-limits and inaccessible. Applicant owns the home. The parents will enter the home from the side gate which is located on the right side of the home. Bedroom 3 will be used as the isolation area and extra space for napping if needed. Bedroom 4 will be used for daily activities, eating and napping. LPA observed cots and a play pen that will be used for napping. LPA observed age appropriate toys, furniture and activities for children while in care at the facility. LPA inspected the bathroom and did not observe any medications or poisons that could pose a potential risk to children in care. The kitchen was inspected during the visit. LPA did not observe any knives or sharp objects, detergents or cleaning supplies that would pose a potential risk to children in care. These items were made inaccessible to the children. The cabinets and drawers in the kitchen have safety locks on them which makes them inaccessible to children in care. There is a safety gate in the hallway which prevents the children from accessing the living room and kitchen. LPA inspected the outside play area which is located on the right side of the home. The outside play area is fenced all around. The home has a swimming pool in the backyard. Swimming pool is fenced per regulation. The fence is 5 ft high and the fence does not obscure the pool from view. The pool gate is self-latching, self-closing and opens away from the swimming pool. No windows or doors have direct access to the pool area. LPA observed a charged fire extinguisher (2-A:10-B:C). LPA tested the smoke detector. Applicant will purchase a carbon monoxide detector and record herself testing it. Applicant has a first aid kit which includes band aids and a thermometer. The home has central heating and air. Per the applicant, there are no firearms on the premises. Applicant reports that there are no pets in the home. Applicant has current CPR, first aid, health and safety which expires 01/2025. Applicant provided copies of immunization records and mandated reporter training certification. The parent board will be posted for parents to view required information such as the license, parent's rights poster, personal rights, and emergency disaster plan. A copy of the children's roster will be kept accessible. The following corrections were discussed with applicant in order for the home to be ready for conducting child care: 1. Carbon Monoxide Detector will be purchased A license to operate a Small Family child care home will be issued following final administrative review, and receipt of outstanding corrections needed. No license will be issued today 09/21/2023. Applicant will notify LPA when corrections have been made and the Applicant has 30 days to complete corrections. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The applicant provided proof of control of property. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . LPA reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant. PIN 22-05-CCP Page Eight LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. On this date, 07/26/2023, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Exit interview conducted and report was reviewed with the applicant Satenik Brutyan Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
