What the inspector wrote

On 8/7/2025 , Licensing Program Analyst (LPA) Amelia Morales conducted an unannounced- Required Annual inspection to the above facility. The purpose of the inspection was to ensure that health, safety, and personal rights as required by Title 22 Regulations governing California Family Child Care Homes are being met by the Licensee. LPA Morales was greeted by Licensee Diana Campoverde, the facility has been licensed for Small (8) Family Child Care home since 1/17/2024. The Licensee is applying for an increase of capacity; Large Family Child Care Home license for a maximum capacity of 14. The Fire clearance was granted on 7/29/2025 by LA City Fire Prevention Bureau. LPA Morales provided Spanish interpretation. An entrance checklist was provided. A census was taken there were 3 children during the time of the visit. Licensees brother-in law was present at the time of the inspection and has fingerprint clearance. Licensees assistant arrived shortly after, and does have fingerprint clearance. The children\342\200\231s roster was reviewed and is current. Per Licensee, the facilities hours of operation are Monday through Saturday 7:00 AM to 8:00PM. Licensee is located in an apartment complex in order to enter the complex a key is needed. The facility is located on the second floor, facility consists of: 2 bedroom, 2 bathroom, living room and kitchen. Per Licensee areas off limits to children and parents include: bedroom #2 is locked during the hours of operation. Bathroom #1 is located inside bedroom #1, and is inaccessible to the children in care by a safety door knob cover. The kitchen is off-limits and is made inaccessible from the day care area by a baby gate. Per Licensee, food is provided such as breakfast, snacks, lunch and dinner. Page 1 of 4 Per Licensee, areas that are accessible to children include; living room, bathroom #2, and bedroom #1. Per Licensee children eat in the living room. Living room has a fireplace, which has been screened to prevent access by children. There is a balcony that is located in the living room, and bedroom #1 that is locked during the hours of operation. LPA observed cots, as well as play yard visible in bedroom #1. Napping equipment does not block entrances or exits. Infant mattresses were observed to be firm with tightly fitted sheets. LPA did not observe loose object, bumpers, objects hanging, or objects attached to the cribs/play yards. Apartment complex does have a swimming pool. Swimming pool is located downstairs and on the opposite side of the unit. The fence is at least 5 feet high with a self-latching gate that opens away from the pool or body of water. LPA observed a security chain, located at the top of the gate. Per Licensee, tenants do not have access to the pool. Licensee informed LPA Morales that only management has a key to the pool. When asked why only management has access to the pool, Licensee informed LPA that previously tenets were leaving their children unattended. Per Licensee, management revoked access, and the gate remains locked 24/7. Per Licensee, when children are having outside time, they will ensure 100% supervision and never leave children unattended. Per Licensee there are no weapons in the facility. There are cameras outside the facility, and inside the facility located in the living room. LPA observed the following: the home is clean and orderly. Shelves have been secured to the walls. There were age-appropriate toys and play items. Licensee was informed that baby-walkers, bouncers, jumpers, and other prohibited items will not be used for children in care. All electrical outlets have safety covers.\302\240Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. The Licensee states that there are no poisons in the home.\302\240The Licensee does understand that poison must be locked with a key or combination lock. LPA Morales did not observe a pet at the time of visit.\302\240 Per Licensee, isolation area for sick children is in bedroom #1. The carbon monoxide detector was observed in the living room, was tested and found to be operable. There were three smoke detectors located in the living room, hallway and in bedroom #1, tested and found to be operable. The required (2A10BC) fire extinguisher was mounted and located next to the kitchen. The fire extinguisher were purchased on 6/2025. The disaster/fire drill was done on 6/9/2025. Page 2 of 4 The Licensee has current Pediatric First Aid and CPR. Proof of immunization against influenza, pertussis, and measles was readily available during today\342\200\231s inspection. Facility does not have liability insurance. \342\200\224 Pediatric First Aid and CPR Card valid until: 4/2027 \342\200\224 Mandated Reporter AB1207 is valid until: 2/2027 To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and\302\255resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Page 3 of 4 Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Because the licensee rents/leases the home, proof of landlord notification is required. The licensee has not obtained a signed Property Owner/Landlord Consent form (LIC9149). Without this consent, the applicant understands that, once licensed, they can operate with a maximum capacity of 6 [or 12] children. If property owner/landlord consent is obtained in the future, the applicant is advised that a new Application for a Family Child Care Home License (LIC 279) must be submitted with a change of capacity fee of $25, to increase the capacity and provide care to 8 [or 14] children. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Diana Campoverde, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Diana Campoverde.
