Pre-Licensing Visit Conducted In Armenian On 9/6/24, at 09:00AM, Licensing Program Analyst (LPA) Silva Garibyan and Licensing Program Manager (LPM) Betty Emiko Bell conducted an announced follow up Pre-Licensing Inspection. The purpose of this visit was to reinspect the pool fence and the outdoor play area. This is a change of location for a Large Family Child Care Home, for a capacity of 14 children. LPA and LPM met with Applicant Ozhen Danielyan, who guided LPA and LPM on a tour of the inside and outside of the home. There were no children in care. Applicant has an approved fire clearance. Per applicant, operation hours will be Monday to Friday from 6:00 am to 7:30 pm. Applicant states she will care for children newborn to 13 years of age. All areas except for bedrooms 3 and 4 on the facility sketch were inspected. This is a single story home that consists of four bedrooms, two and a half bathrooms, living room, dining room, kitchen, laundry area, and attached play room/converted garage. During this inspection, applicant changed two of the areas from off-limits to on-limits and one bedroom from on-limits to off-limits. The children will use the following areas: play room/converted garage, Bedroom(1), Living Room, Bathroom (1) and Bathroom (2). Applicant has designated Bedroom(3), Bedroom (2), Bedroom(4), Bathroom(3), Dining Room, and Kitchen as OFF LIMITS to the children in care. LPA observed bedroom doors with safety knob/locks and child safe gate making off limit areas inaccessible. The bathrooms that children will use are in the converted garage and in the hall way. Children will utilize the back yard to play. Applicant is stating that when children are having outside time, she will ensure 100% supervision and never leave children unattended. LPA took photos of the pool fencing. Measurements were re-taken and documented to ensure that the fencing meets Title 22 requirements. The pool fencing measured a little more than 5 feet high; has a self-closing, self latching gate that swings away from the pool and has a self latching device that is 3 inches from the top of the fence. The mesh fence encloses the pool on 2 sides. Two sides are enclosed by the property wall. The spacing between railings is no more than 4 inches. The distance between the ground and the bottom of the fence is no more than 4 inches from the hard surface (concrete). The mesh fencing is sturdy and capable of withstanding the impact of children's toys including bicycles. The mesh fence does not readily bend upon impact. Applicant agrees that the fencing will remain in place whenever licensed care is provided, and so long as the mesh fence makes the swimming pool inaccessible to children. The gate latch has a key lock and applicant has stated that the gate is normally locked and that she carries the key on her person. There are no other bodies of water on the premises. An exit interview was conducted and report was reviewed with Applicant /Ozhen Danielyan. A copy of this report was provided to the Applicant. The residence appears to meet Title 22 Regulations.
