What the inspector wrote

Licensing Program Analyst (LPA) Maddox met with Abby Andiman Mars, Director for the purpose of conducting an announced pre-licensing inspection. Director is requesting to incorporate a Toddler component (14 Toddlers ages 18 - 36 mos.) to their licensed Preschool. The hours of operation will be: Mon - Fri from 8:00 am to 5:00 pm. During this inspection, LPA measured inspected and measured 15 classrooms designated for Preschool children and 1 classroom designated for Toddlers, outdoor play yards, and Bathrooms (counted toilets and sinks only). The Burdorf and Malkin Halls are used as alternative indoor space but not included in the total indoor capacity for either component. Center was toured according to facility sketch. Director is aware with the addition of the Toddler Option, center will now become a "Single License", facility # 191202152 (the original facility #) will be closed. INDOOR ACTIVITY SPACE : · Floors of all rooms have a surface that is safe and clean (laminate flooring) · A comfortable temperature for children shall always be maintained. · Furniture and equipment are maintained in good condition, free of sharp, lose or pointed parts. There are a variety of age-appropriate equipment, toys, and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities. · Tables and chairs were present to meet the needs of the children. · Drinking water is readily available (large water bottle with attachment to dispense water). · Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children were stored and inaccessible to children ( Stored in locked cabinets inside each classroom). · There are fully stocked first-aid kit(s) located throughout the center and locations accessible to staff but inaccessible to children: · The isolation area is located in the office for any child who becomes ill during the day. · LPA observed operable carbon monoxide detectors and smoke detectors (hard wired), fire extinguishers are located throughout the facility and fully charged. · The center has a working telephone · Sign-in and out procedure (Brightwheel App). · Staff shall conduct a wellness check to ensure that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted. In the Toddler classroom, LPA observed changing table inside of the bathroom. OUTDOOR LPA observed a shaded rest area for the children (Sails, trees, and Hip Roof Shade) Children have safe access to the play yard which is enclosed by a fence to protect children and to keep them in the outdoor activity area. The fencing exceeded four feet high. There are no bodies of water present. The play yard was free of hazards including, but not limited to, holes, broken glass and other debris, and dry grasses that pose a fire hazard. As a condition of licensure, the areas around and under high climbing equipment, swings, slides and other similar equipment shall be cushioned with material that absorbs falls (sand and rubber matting). The Toddler outdoor play yard is separate from the Preschool outdoor play yard. RESTROOMS There are several bathrooms available to children thoughout the center, there's also a separate staff bathroom that will also be used as the isolation bathroom. All toilets and hand washing facilities were maintained. safe, and sanitary operating condition. MEASUREMENTS: PRESCHOOL CLASSROOMS Rooms 101 - 104 (same measurements) 19.42 X 22.42 = 435/35 = 12 (X 4 classrooms) Total: 48 Room 105 - 108 (same measurements) 17 X 20.67 = 351/ 35 = 10 (X 4 classrooms) Total: 40 Room 109 - 115 19.21 X 25 = 479/35 = 14 (X 7 classrooms) Total: 95 TOTAL INDOOR SPACE FOR PRESCHOOL: 193 PS OUTDOOR PLAY SPACE: Total outdoor space: 13,178/75 = 176 children Bathroom : Toilets 16 toilets and 3 urinals and 20 sinks. CAPACITY WITH TOILETS AND SINKS: 285 TODDLER CLASSROOM: 17.75 X 22.42 = 398/35 = 11 children Toddler Outside Play Area: Front of Classroom: 171/75 = 2 Main Toddler Yard: 1397/75 = 18 Toddler Yards: 1568/75 = 20 Toddler Bathroom: 2 toilets and 2 sinks, plus changing table within arms reach of a sink SUPERVISION: Director shall ensure no child is left without the supervision of a teacher at any time, Supervision shall include visual observation. NAPPING · Mats used for napping were maintained in a safe condition. · Each cot/mat shall be equipped with a sheet to cover the cot or mat and, depending on the weather, a sheet and/or blanket to cover the child. · LPA informed Applicant/Owner/Director Cots or mats should be wiped with a detergent/disinfectant weekly or when soiled or wet. · Bedding shall be individually stored so that each child's bedding is identifiable and no child's used bedding comes into contact with other bedding. · Napping equipment shall be arranged so that each child has access to a walkway without having to walk on or over the cots or mats of other children. HEALTH RELATED SERVICES: Medications shall be kept in a safe place inaccessible to children. Director has implemented a written plan to record the administration of prescription and nonprescription medications and to inform the child's authorized representative daily when such medications have been given. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/subscribe and select the Child Care option to receive email communication Fire Clearance has been received for the requested capacity, however, with measurements taken today, the Toddler component can accommodate 11 Toddlers. Capacity Totals: Preschool Bathroom - 285 Preschool Classrooms - 193 Preschool Outdoor - 176 Toddler Classroom - 11 Toddler Outdoor - 20 Toddler Bathroom - 30 Director is requesting to add the Burdorf and Malkin Halls to their "Indoor" capacity, this will be decided by LPM, Deborah Lowe. Measurement for the Burdorf totals 2,508 The Malkin Hall totals 4,080 An exit interview w as conducted with the above items discussed and a copy of this report was provided to the Director, Abby Andiman Mars . Fina l license determination will be made upon review of the Licensing Program Manager.
