What the inspector wrote
On 03/25/2025 Licensing Program Analysts (LPA) Laticia Thompson met with Anna Baghramayan (Applicant).The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 33 children present during this inspection. This is an application for a Single License with a Total capacity of 79; 24 infants ages Birth – 24 months and 55 Preschoolers ages 2– 6 years old. The child care center will operate Monday – Friday 6:30 a.m. – 6:00 p.m. LPA toured and measured the on-limits areas. The fire clearance was approved on 11/29/2024 for a maximum capacity of 69 children.. The facility has a total of 7 classrooms. Classrooms B, C, and D will be dedicated to the infant program, classroom D is the infant napping area. Classrooms A, E, F and G will be dedicated to the preschool. Preschool children will have access to 5 sinks 3 toilets, 1 urinal 4 potty chairs and 1 changing table. Infants will have access to 1 sink and 2 changing table. Facility will install an additional sink to accommodate infants capacity licensed.

The Indoor measurements contain a total of 797.78 will not accommodate Applicant’s request for 24 infants. Based on today’s measurement the facility capacity limit for indoor space is 22 infants.
Preschool Indoor measurements are:
The Indoor measurements contain a total of 1,705.21 will not accommodate Applicant’s request for 55 Preschool children. Based on today’s measurement the facility capacity limit for indoor space is 48 Preschoolers
Infant Outdoor Activity measurements are:
The outdoor activity space measurements contain a total of 2,076.74 which will accommodate Applicant’s request for 24 infants.
Preschool Outdoor Activity measurements are:
The outdoor activity space measurements contain a total of 4,602.26 which will accommodate Applicant’s request for 55 Preschool children.
The following was observed:
Parents will enter and exit through the front door of the facility which requires a door code.
Parents will sign children in and out electronically under the Bright Wheel application. LPA advised facility there should be a plan in place on how
such records will be immediately printable upon request for inspection and audit by program staff. For best practice purposes, facilities should have a plan in place on how records would be backed up, and how they would be made available in the event of a power failure or disaster. LPA reference director to review PIN 18-03.1-CCP.
The facility has filtered water dispensers where staff or children can fill their personal water bottles for outdoor and indoor activities. There are operable carbon monoxide detectors located throughout the facility. LPA observed fire extinguishers with an inspection date of 8/23/2024. LPA observed First Aid Kits with the required materials including a handheld digital thermometer.
Furniture and equipment were observed to be maintained in good condition free of sharp, loose or pointed parts. Tables and chairs were observed to meet the needs of the children. There are cots for napping that are maintained in a safe condition. There is sufficient quantity and variety of age- appropriate play equipment in good condition. There are cubbies in all classrooms for storage of children clothing and personal belongings. The front classrooms have central air for heating and cooling. The rear classrooms have individual units for heating and cooling. The classrooms were clean in good repair with adequate lighting. Windows were in good repair free of chipping paint, dirt, insects, or debris. LPA observed trash cans with tight fitting lids. The facility is equipped with landline telephones service. Disinfectants, cleaning solutions, and other items that are dangerous to children are stored outside in a gated area with a padded lock and under the kitchen sink with safety magnets inaccessible to children.
All toilets, hand washing and bathing facilities are maintained in safe and sanitary operating condition. Hot water in the restroom next to classroom E temperature controls needs to be adjusted to a cooler temperature.
The applicant shall be responsible for ensuring that children with obvious symptoms of illness are not accepted. The isolation area for
Ill children will be located in the director office and will use the staff restroom. The isolation area shall be equipped with a cot for ill children and shall be supervised by staff. The applicant was advised to develop and implement a written plan to record the administration of prescription and nonprescription medications, to inform the child's authorized representative daily when such medications have been given. Medication will be stored in the director’s office inaccessible to children. Medication that requires refrigeration will be stored in the kitchen refrigerator inaccessible to children.
The required postings are posted in an area for parents and visitors to review. Facility will make adjustments to the disaster and mass casualty plan of action. The plan shall be in writing and shall be readily available with contingency plans for action during fires, floods and earthquakes.
The facility does not provide transportation. Firearms and other weapons shall not be allowed on or stored on the premises of a child care. Applicant stated there are not any firearms or weapons on the premises. Smoking is prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b). A baby walker shall not be allowed on the premises of a child care center in accordance with Health and Safety Code Sections 1596.846(b) and (c). Licensees shall reveal each child care center license number in all advertisements in accordance with Health and Safety Code Section 1596.861
Infants
There are 8 cribs and 2 changing tables located in the infant area. LPA advised director that crib mattress shall be covered with a appropriate fitted sheet. Cribs shall not limit the ability of staff to see the infant, LPA observed a changing tables with a padded surface no less than one-inch thick, covered with washable vinyl or plastic, raised sides at least three inches high in good repair and safe condition. Applicant was reminded that while in use the changing table must be placed within arm’s reach of a sink

Prior to the infant's first day at the center, the infant care center director or assistant director shall complete a needs and services plan for the infant. Bottles, dishes and containers of food brought by infants authorized representatives shall be labeled with infants name and current date.

The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018,
requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

The applicant and director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The following corrections are needed before a licensure will be considered
Adjust hot water fixture in children restroom
Install thermostat in all refrigerators
Install portable sink
Insure all changing tables are within arms reach of a sink
Corrections are due by 04/22/2025 .
An exit interview was conducted with plan of corrected items discussed. LPA provided applicant with appeal rights and a copy of this report. Final license determination will be made upon review by the Licensing Program Manager and corrections.
