What the inspector wrote

On December 4 th 2023, Licensing Program Analyst (LPA) Rosie Breault conducted an announced Case Management visit. LPA met with licensee/director Tressa Mendoza and discussed the purpose of the inspection. On September 11 th , 2023, licensee applied for a preschool capacity decrease to 16 children, and the addition of a toddler component, capacity of 12, for a combined total capacity of 28. Toddler component services children aged 18 months – 36 months. The facility operates Monday – Friday 8:00am-5:00pm. Preschool will be using classrooms #1 (downstairs) and #3 (upstairs). Toddler component (toddlers) will be utilizing downstairs classroom #2. Licensee states facility utilizes Brightwheel for signing in and out purposes. LPA observed toddler classroom to contain age-appropriate toys and equipment, ample ventilation, and inaccessibility to poisons and toxins. Children will utilize cots and mats for napping purposes. LPA advised licensee is to adhere to Safe Sleep Regulations at all times. Licensee stated facility provides snacks to children, parents/authorized representatives provide lunch. Water is available to children both inside and outside. Carbon Monoxide was tested and functioning at the time of the inspection, fire extinguisher was last serviced on 8/23/2023. LPA reminded licensee that parents are to give permission for the placement of their children in the toddler program. LPA observed preschool classrooms to contain age-appropriate toys and equipment, ample ventilation, and inaccessibility to poisons and toxins. LPA observed three toilets and three sinks available for children’s use. The outdoor area is contained by permitter fencings, and includes soft padding to absorbs falls, age-appropriate toys and equipment, sand boxes, and ample shade. No bodies of water were present at the time of the inspection. The outdoor area observed is designated for the preschool program at this time. Currently there is no outdoor space for toddlers. Licensee is requesting a shared space waiver for outdoor area. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. CEO was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Los Angeles County Fire Department conducted an inspection on 9/1/2023 and cleared facility for childcare for first and second floor only, third floor is not to be used for any child care services. Total indoor area measures a total of 1,027.88 sq. ft. which accommodates licensee's total requested capacity. Preschool outdoor play area measures a total of 7,310.88 sq ft. which accommodates licensee's total requested capacity. Toddler option addition and preschool decrease pending manager approval. No deficiencies were cited during today’s inspection. Exit interview conducted and report was reviewed with licensee Tressa Mendoza. Notice of Site Visit was given and must remain posted for 30 days.
