What the inspector wrote

On October 17, 2025 at 9:30 AM, Licensing Program Analysts (LPAs) Brian Fung and Veronica Diaz conducted an unannounced Required- 3 Year inspection. LPAs met with head teacher/ facility representative Deborah Hill and advised the purpose of the inspection. Director Tressa Mendoza arrived at the center at 10:20 AM to complete the tour and record reviews with LPAs. Director provided LPAs a tour of the preschool center inside and out. There were 21 children in care at the time of the inspection and 4 teachers and 1 director present. LPAs observed required licensing documents mounted on the wall in each classroom. LPAs observed the center snack schedule. The center provides two (2) snacks daily for children. Children bring their own lunch from home. LPAs observed each preschool classroom share a bathroom in the center with the adjacent classroom for children in care in the Dandelion classroom with 3 toilets and 3 sinks. LPAs did not observe any hazards/toxins items accessible to children in care. Each of the classrooms have age appropriate toys and furniture readily accessible for children in care. Facility provides children a sleeping cot for sleep time. The outdoor playground has an ample amount of space for children to play. LPAs observed the playground has age appropriate toys and structures available for children to use. The playground has ample amount of shade available. The facility has water available for children inside and out. Children use their own water bottles and refilled with Brita filtered water. Last fire drill was observed to be conducted on 06/05/2025. Continued on 809-C Upon touring the Buttercup classroom, a bucket of cleaning solution was found. No children were present at the time. LPAs discussed with director that there can be no bodies of water inside the classroom and especially with cleaning solution. Director discussed that the cleaning solution was used for cleaning after the children exit out of the classroom for outdoor plays. Director immediately pours out the cleaning solution and plans to not use the bucket for cleaning and moving forward will use spray bottle solution for disinfecting and cleaning classrooms. A technical violation was cited. See LIC9102 for more information. Menus are posted in each classroom. Parent communication are all done through an app called Brightwheel. Licensing files are printed and enrollment and admission agreements are found online through the app Brightwheel. A sampling of children and staff records were reviewed. LPAs observed children's files to be complete and current. LPAs verified SB792 Child Care Adult Immunization and Tuberculosis requirements. Teachers meet the required qualifications. Teachers present have current Pediatric CPR/First-Aid certificates that are current. One out of four teacher files were found to be missing mandated reporter training. LPAs reminded director that all mandated reporter trainings must be current and has an expiration of 2 years upon completion. A type B deficiency was cited. See LIC809-D for more information. Director Tressa Mendoza was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed director Tressa Mendoza of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. One technical violation and one type B deficiency was cited on today's inspection. Appeal rights were given. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with director Tressa Mendoza.
