What the inspector wrote

On 10/17/25, Licensing Program Analysts (LPAs) Veronica Diaz and Brian Fung conducted an unannounced Required-3 Year inspection. The Infant license is also associated Preschool/Toddler component License. LPAs conducted annuals for both license at today's visit. LPAs met with lead teacher Deborah Hill and advised them of the purpose of the inspection. Lead teacher stated director would be in shortly. Director Tressa Mendoza arrived in the center at about 10:20am Director provided LPAs a tour of the facility inside and out. There were 7 infants in care at the time of the inspection along with 3 staff. Center operates Monday - Friday 8:00 AM-5:00 PM. LPAs observed required licensing documents on a parent board at the front entrance of the center and also pinned on a parent board in the infant classroom. The classroom has age-appropriate toys and furniture accessible for infants in care. LPAs observed changing table at arms reach to sink. LPAs did not observe any hazards/toxins items accessible to children. Last disaster drill was conducted on 06/05/25. First Aid kits was observed the classroom. LPAs observed parents/guardians sign-in/sign-out binder at the front entrance of the center. The center uses app called BrightWheel as a form of communication with parents/guardians, the center also post weekly newsletters and will call, text, email. Center provides morning and afternoon snack for the infants and milk or food is brought from home. LPAs observed snack menu posted in the classroom center also post menu in BrightWheel. The center provides filtered Brita water if needed. The outdoor playground is shaded and has enough amount of space for infants to play. LPAs observed the playground has age-appropriate toys and structures available for infants to use. Continued on 809-C A sampling of 4 children and 3 staff records were reviewed. LPAs observed children's and staff files to be complete and current. Staff mandated reporter certification 2 out of 3 staff are expired. LPAs reminded director staff mandated reporter certificate needs to be completed every 2 years. LPAs verified SB792 Child Care Adult Immunization and Tuberculosis requirements to be in staff files. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Continued on 809-C LPAs discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. 1 type B deficiency was issued at today's visit. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted, appeal rights were given, and report was reviewed with director Tressa Mendoza.
