What the inspector wrote

On April 18, 2025, Licensing Program Analyst (LPA) Fernando Hernandez conducted an unannounced Case Management - Change of Capacity inspection at the above-mentioned Family Child Care Home (FCCH). LPA met with licensee Fahimeh Mansourpour and informed them the purpose of the inspection. At the time of the inspection there were 2 children and licensees\342\200\231 minor child. LPA and licensee toured the interior and exterior of the home. LPA observed that both the interior and exterior specifically the day care areas were free of hazardous materials and/or toxins at the time of the inspection. FCCH uses the open space daycare room, (1) bathroom and fenced backyard for day care operation. The second floor consists of (3) bedrooms and (2) bathrooms which is inaccessible to day care children, a baby gate was installed to prevent day care children access to the second floor. LPA reviewed Licensee's file; First Aid/CPR certification was verified which will expire on 03/24/2026. Fire Extinguisher was serviced on 03/27/2025. A carbon and smoke detectors were observed; however, at the time of inspection detectors were not tested due to children sleeping. LPA informed licensee to send a video of the detectors being tested and sent to LPA. The Licensee submitted documentation for a FCCH change of capacity. The Licensee is seeking to change the FCCH\342\200\231s capacity from 8 (Small FCCH) to 12 (Large FCCH). The Calabasas Fire Department granted a fire clearance following an inspection completed at FCCH on 03/28/2025. LPA discussed the safe sleep regulations with applicant, and discussed the Child Care Licensing Safe Sleep webpage at: htttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. CONTINUED ON 809C Page 2 LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. On this date, April 18 th , 2025, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. The licensee rents the home and provided proof of control of property. The licensee has not obtained a signed Property Owner/Landlord Consent form (LIC9149). Without this consent, the applicant understands that, once licensed, they can operate with a maximum capacity of 12 children. If property owner/landlord consent is obtained in the future, the applicant is advised that a new Application for a Family Child Care Home License (LIC 279) must be submitted with a change of capacity fee of $25, to increase the capacity and provide care to 14 children. The change of capacity request is pending until the corrections are completed and LPM approval. Corrections: \302\267 Plants with thorns need to be either removed or fenced in the backyard. \302\267 Both sides of the backyard need to be secured with a gate ensuring children have no access to trash bins and outdoor equipment. \302\267 Video of Carbon Monoxide and Smoke detectors being tested and sent to LPA. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the licensee, Fahimeh Mansourpour.
