On 11/26/24 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Annual Inspection at the above facility. At 9:15 AM LPA met with Wolita Child\342\200\231s Licensee. LPA provided LIC 126 Entrance checklist, and was guided on a tour of the home. LPA observed 1 child in care napping during inspection. Also present during was Assistant Marlika. Per Licensee hours of operation are 6AM-6PM Monday- Friday. Per Licensee there are 6 children currently enrolled. Per licensee there are no children in care requiring incidental medical services in care. Licensee provides breakfast, AM Snack, Lunch and dinner. Per Licensee outside food is permitted and is always labeled with child\342\200\231s name and date. Per licensee, overnight care is not provided at this time while transportation from school is provided. LPA observed all appropriate documents on licensing board (Facility License (LIC 203), Emergency Disaster Plan (LIC610a), last fire drill conducted 10/16/24, Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040). LPA also observed Licensee current Pediatric CPR (Adult/Child/infant) and Pediatric Adult/child First Aid certifications expiration date of 12/24. LPA observed licensee\342\200\231s Mandated Reporter Certificate with expiration date of 12/8/24. LPA observed Current Mandated reporter certificate for Assistant Marlika Child\342\200\231s with an expiration date of 12/8/24. Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: This is a one-story home consisting of three bedrooms, two bathrooms , living room, kitchen, enclosed front and backyard, and detached garage. Per Licensee areas used by the children include the living room, one bathroom, enclosed front yard. Per Licensee, areas off limits to children and parents include: Three bedrooms (locked), one bathroom, kitchen, and enclosed backyard Per Licensee there are no poisons in the home. Detergents, cleaning compounds are kept in a high kitchen cabinet above stove, inaccessible to children in care. Per licensee medication is stored in the off limit kitchen, in a cabinet secured by a child latch, inaccessible to children in care. LPA observed a fully charged 2A10BC fire extinguisher with a receipt dated 11/21/22. Per Licensee she will purchase a new one, A Technical violation will be issued. At 9:30AM LPA observed a functioning combination smoke/carbon monoxide detector on the wall in the kitchen. The home was observed to have proper ventilation and heating for safety and comfort. A wall heater was observed in the living room, properly barricaded and inaccessible to children in care. LPA observed a wood burning fireplace in the living room properly barricaded and inaccessible to children in care. Per licensee the fireplace is not in use. The home maintains telephone service via cell phone and landline. Per licensee there are no firearms on the premises. LPA observed adequate toys and age appropriate learning materials in the main daycare room (Living room). LPA observed padded sleeping bags. Per licensee all sheets and blankets are washed by Licensee weekly and as needed. Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. LPA observed kitchen knives to be stored in a kitchen cabinet with a safety latch inaccessible to children in care. Per Licensee no children in care have food allergies. Bathroom children use is located next to the living room, was observed to be clean and free of hazards. Per licensee potty training is provided. LPA observed a child potty in restroom. Outdoor play area in the front yard is fully enclosed with no hazards present to children. LPA observed age appropriate toys and proper shade. Staff records were reviewed and observed to be complete. LPA reviewed 1 child file and observed it to be complete. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee Demetra Carter, confirmed there are no Registered Sex Offenders living in the home. LPA completed the RSO profile in FAS. 1 Type A deficiency and 1 Type B deficiency is being cited based on LPA observation in accordance with the California Code of Regulations, Title 22, see LIC 809D.
