Based on the completed IB investigation report and evidence received during the investigation which included interviews, records and observations, the allegation of personal rights has been found to be unsubstantiated. Unsubstantiated meaning that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation of personal rights violation child was touched inappropriately occurred. A copy of this report, appeal rights, and Notice of Site Visit provided. Exit interview conducted. P.2
