What the inspector wrote

While investigating the first allegation, staff are not adequately supervising day care children in care, LPA conducted a walk through inspection and observed staff supervising children outside during outdoor play time. LPA did not observe a child left alone during annual inspection. Based of staff interviews, “If we see anything dangerous out, we move the children away from the hazard item”. Pertaining to the second allegation, Staff are not meeting the diapering needs of day care children in care, LPA observed children to have their own individual diapers and wipes. LPA observed diaper to be labeled and stored in the bathroom during annual inspection. Based off, director interview, children's diapers are checked hourly and consistently. Per staff interviews, the childcare center changes children’s diapers “early morning, before lunch, before nap, after nap, around 4:30pm before child leaves, depends on the child, or if child has an accident”. Per staff interviews, “right before parent drops off child, parents are responsible to change their child’s diapers”. The third allegation, staff are not meeting hygiene needs of day care children in care, LPA interviewed director, and per director they wash children's hands before eating, during transitioning time, after the bathroom, after diapering, and if children sneeze and cough. Per staff interviews, “the childcare center is pretty good at washing hands, washing hands after coming from play time, and before sending children home”. Per director, the facility plans to ensure children diapers are changed by creating a log, and documenting the times diapers are changed. Per director, they plan to remind staff to walk around and constantly observe children at all times. LPA reminded the director to follow protocols when diapering children and encourage the center to maintain proper hygiene practices. LPA also reminded the director that children must be supervised at all times. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated. No deficiencies were made today under Title 22 Division 12 of the California Code of Regulations. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Tiffany Chapman, including, but not limited to provider Rights, Appeal Procedures and Agencies Consultative Role. Page 2 of 2.
