On 1/28/2026 Licensing Program Analyst(LPA) Judy Laureano conducted an unannounced case management inspection for the purpose of ensuring the standards are being met in accordance with California Tittle 22 Regulations and California Health and Safety Codes. LPA arrived at location and completed a walk through of the facility. At 1:03 p.m. LPA observe 27 napping children and 1 staff member providing care and supervision, type A citation cited. Based on regulation 101230 (c) A teacher-child ratio of one teacher supervising 24 napping children is permitted provided that the remaining teachers necessary to meet the overall ratio specified in Section 101216.3(a) are immediately available at the center. Facility corrected citation immediately. At 1:13 p.m. second staff member was observed in the classroom. Director agrees to review video, Teacher-to-Child Ratios in Child Care Centers, wi th staff and submit statement of understanding to LPA by 2/6/2026 . Per Title 22, Division 12, Chapter 3, of the California Code of Regulations and Health and Safety Code, A type A deficiency is cited. LPA Judy Laureano informed licensee Yev Berstein that this report dated 01/28/2026 documents 1 Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care Page 2 Also, LPA Laureano informed the facility administrator Yev Berstein to provide a copy of this licensing report dated 01/28/2026 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. The notice of Site Visit (LIC 9213) must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will results in a civil penalty of 100.00. An exit interview was conducted, and a copy of this report and appeals rights was provided to facility administrator Yev Berstein.
