What the inspector wrote
On 04/29/2025 Licensing Program Analyst (LPA) Brittany Lovest and Judy Laureano conducted an unannounced 3 Year Required Inspection at Dream land Day Care Center. LPAs met with Director Anna Bernshtyeyn. LPAs observed 17 children being supervised and cared for appropriately by 5 fingerprint cleared staff. Facility hours of operation are Monday \342\200\223 Friday, 7:30 am \342\200\223 5:30 pm.
LPAs toured the facility indoors and outdoors for a Health and Safety Inspection. Capacity and limitations as specified on the license are being maintained.
All children are always under visual supervision of a teacher. The CCC is in compliance with Title 22 regulations regarding Staff to Student ratios.
There are no pools, ponds, Jacuzzis, spas or any other bodies of water on the property. There are no firearms or ammunition allowed or stored on the premises.
LPAs inspected the classrooms and observed age-appropriate toys, books and furnishings. Furniture and equipment are in good condition, free of sharp, loose or pointed parts.
Playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards.
Teachers are responsible for the day-to-day cleaning of the facility and disinfecting of classrooms and outdoor space.

LPA Lovest reviewed the Sleep log and observed staff physically checking on the infants every 15 minutes, checkingsleep position, labored breathing, signs of distress (which includes but is not limited to flushed skin color, increase in body temperature and restlessness). LPAs reminded Licensee Sleep logs should be documented in real time, while children are sleeping.
LPA Lovest observed changing stations to be clean, have raised sides at least 3 inches high and within arm\342\200\231s reach of a sink. The sleeping area for infants is physically separate from the indoor activity space. LPA Lovest inspected napping equipment placement, and bedding for safety.
All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. Infants Authorized representatives provide milk, food and snacks. Solid waste storage containers have tight-fitting covers and are in good repair. Allergies and Dietary restrictions are posted in the classroom. Facility is open to take children who might need medication, facility does have a child enrolled in the infant program that requires medication. Medication will be stored in the child\342\200\231s perspective classroom. Prescription medications shall be administered in accordance with the label directions as prescribed by the child\342\200\231s physician. Medication should be in its original content with all necessary LIC forms completed.
Areas around high climbing equipment, swings and slides have cushioning material to absorb falls. LPAs discussed the importance of maintaining cushioning material around metal poles in the outdoor yard.
The facility is free of flies, insects and rodents. Each rooms has a fully charged 3A:40B:C Fire Extinguisher. LPA Laureano observed a working carbon monoxide detector in facility. LPAs reviewed the Disaster, earthquake and fire drill log. Earthquake drill log was completed on 10/4/2024.
LPAs reviewed 6 infant files and observed the files to include, current contact information of parents and authorized representatives, and authorization for medical treatment, Immunization records, signed Parent\342\200\231s Rights and signed Personal Rights receipts. Based on file review, 2 of 2 infant files (children under 12 months old) does not have LIC 9227 on file, which poses a potential health safety risk to children in care. Type B deficiency cited see LIC 809D.
LPAs observed CPR/First Aid as required for opening and closing staff. LPAs reminded licensee CPR/First Aid courses should be EMSA approved trainings. LPA Lovest reviewed 4 employee files. Based on file review, 2 of 4 staff files does not include proof of current Mandated Reporter Training Certificate, which poses a potential health safety risk to children in care. LPAs reminded Director that Mandated Reporter training, Child Care provider course is required, and certificates are to be renewed every 2 years following the date on which the initial or last training certificate was received.
LPAs reviewed records and all adults present during today\342\200\231s visit were Criminal Record cleared.
Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Incidental Medical Services \342\200\223 IMS are currently being provided. LPAs observed and inspected the areas where the medication is kept. For IMS information see PIN 22-02-CCP. Prior to working or volunteering in a licensed childcare facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption.
Capacity and limitations as specified on the license are being maintained. Facility has a capacity of 29.
The name of the childcare center director or fully-qualified teacher(s) designated to act in the director\342\200\231s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. All children are under supervision, including visual supervision, of a teacher at all times.

Licensee Bernshteyn was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
Per Title 22, Division 12, Chapter 3, of the California Code of Regulations and/or Health and Safety Codes, 2 Deficiencies were cited. Please see LIC 809D.
During the exit interview the report was reviewed, and a copy was provided to Licensee, Anna Bernshteyn.
LPA Lovest posted a Notice of Site Visit which must remain posted for 30 days.
