What the inspector wrote

On 6/3/2022, Licensing Program Analyst (LPA) Jillinda Chandler conducted an unannounced visit to L.A.C.C.D.C./Parthenia Court Center for the purpose of conducting an annual random/ 1 year inspection. Upon arrival, LPA met with Site Supervisor/director - Georgina Garcia Figueroa. The center is located in an apartment complex. LPA was guided on a tour of the facility, indoors and outdoors. Center also has a infant license #197403354 LPA observed the following during during todays inspection: The facility is in compliance with the staff-children ratios, LPA observed 12 children being properly cared and supervised by 4 staff members. The facility has age appropriate furniture and equipment. LPA observed age appropriate toys, fixtures and equipment in good repair. Pre school operations are conducted in rooms 1 and 2 (during todays inspection, due to current enrollment only class 2 was being utilized).The center was clean and in sanitary condition. LPA observed that all disinfectants, poisons, toxins are made inaccessible to children. LPA observed sinks and toilets with broad based stools to assist children with access to standard sized fixtures.The facility has multiple carbon/smoke monoxide detectors that meet statutory requirements. The last fire drill conducted 5/2022. The directors office is used as an isolation area for ill children. First Aid with the required essentials (scissors ointment, tweezers and thermometer) and Earthquake preparedness kits were observed. Required postings were observed, Supervisor was reminded that due to parents not entering the facility at this time (covid 19), a plan shall be devised to place theses postings in a prominent area for parents and authorized representatives viewing. Parent or authorized representatives sign children in and out of care. LPA observed the centers kitchen/food preparation area to be free of litter. Meal supplies are provided through the regional food program. LPA observed menus posted month in advance and visible to authorized representatives to view. LPA did not observe any contaminated or expired foods in this area. Foods were stored and labeled appropriately Staff records were reviewed electronically (files are centrally located at main office; 2708 Main St. Los Angeles, CA. 90031;(323) 223-3313 x225). At least one person present was currently trained in Pediatric CPR/ First Aid. LPA observed current Mandated Reporter training for present staff. children files were current and in good order. A facility roster was made available for review. The outdoor activity area was completely gated and separate from other programs. LPA observed age appropriate equipment and toys. LPA did not observed any bodies of water or other hazardous conditions in this area. Shading and rest equipment was observed. Water was readily available in the outdoor area. Site supervisor was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with facility site supervisor and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed site supervisor of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the site supervisor Georgina Garcia Figueroa
