What the inspector wrote
On 04/19/2023 Licensing Program Analysts (LPA) Deborah Lowe met with California Children\342\200\231s Academy, Vice President of Education, Andrea Fernandez and Facility Director Georgina Garcia-Figueroa. The purpose of the visit was an announce case management, licensee initiated inspection at the facility to ensure that health, safety and personal rights as requires by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. This is an application for a capacity decrease for 19 children, ages 2-years to 5-years-old. The child care center will operate Monday \342\200\223 Friday 6:00 a.m. \342\200\223 6:00 p.m.
LPA Lowe observed 13 children under care and supervision of 3 staff members.
LPA Lowe toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of one classroom. Children will have access to 2 sinks and 2 toilets.

Indoor total measurements: 655.50 divided by 35 square feet = 18 children.
Outdoor Play measurements are:
Outdoor total measurements: 1,363.50 divided by 75 square feet \342\200\223 18 children.
Indoor/Children\342\200\231s Area:
All outdoor and indoor passageways were observed to be free of obstruction. The child care center was observed be clean, safe, sanitary. Floors of all rooms have a surface that is safe and clean. A comfortable temperature for children was observed be maintained at all times. Furniture and equipment was observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. All play equipment and materials used by children were observed to be age-appropriate. LPA observed individual portable storage space for children\342\200\231s clothing, personal belongings
and/or bedding. All materials and surfaces accessible to children, including toys, were observed to be free of toxic substances.
Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018
, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test. Per Facility Representative facility water lead testing was completed in May 2022 and documents were sent into El Segundo Regional Office to their assigned Licensing Program Analyst.
Facility has a pest control service to help take measures to keep the center free of flies, other insects, and rodents. Trash containers were observed with tight fitting lids and in good repair. No fireplaces observed.
Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children were observed to be stored where inaccessible to children. LPA observed a current edition of a first-aid manual, sterile first-aid dressings, bandages or roller bandages, adhesive tape, scissors, tweezers, thermometer, and antiseptic solution.
LPA observed the isolation area to be located in the director office. LPA observed a mat available for ill children located in the isolation area. LPA advised, the isolation area shall not be located in the kitchen area or the general-use toilet area.
LPA Lowe observed carbon monoxide detectors in the facility. LPA was able to hear a successful test.
LPA reviewed facilities sign in/out sheets with available space for parents/ guardian to provide full signature. Per Director, staff conduct an assessment on children at the time of arrival to ensure children with obvious symptoms are not accepted into care. Smoking is prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b). A baby walker shall not be allowed on the premises of a child care center in accordance with Health and Safety Code Sections 1596.846(b) and (c).
Napping:
LPA observed mats used for napping and maintained in a safe condition. Constructed of foam at least 3/4 page 2 of 6
inch thick. Covered with vinyl material that can be wiped. Marked or colored so that the sleeping side can be distinguished from the floor side. Wiped with a detergent/disinfectant weekly or when soiled or wet.
Maintained in a safe condition with no exposed foam. Facility provides sheets for each child and parents provide blankets. Facility has a washer and dryer and per Director sheets are washed daily, blankets are sent home weekly for washing.
LPA observed a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities.
Restrooms:
The toilet and handwashing sinks were observed to be maintained in safe and sanitary operating condition. LPA advised, additional equipment, aids and/or conveniences shall be provided as needed in centers that serve children with physical disabilities. The handwashing sinks were observed to deliver cold water.
Children within the isolation area will use staff bathrooms if needed.
Outdoor:
LPA observed a shaded rest area for the children. Outdoor area was observed to be free of hazards including, but not limited to, holes, broken glass and other debris, and dry grasses that pose a fire hazard. Facility does not have sandbox. No bodies of water were observed at facility.
LPA observed the playground to be enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence was observed to be five feet high.
LPA advised, any construction or equipment that could pose a hazard in the outdoor activity area shall be

made inaccessible to children in care. This shall include, but not be limited to, incinerators, air- conditioning equipment, water heaters, and fuse boxes.
Health Related Services:
No medications were observed at the facility. Per Director, there are currently no children with medications. Per Director, medications are stored in the directors office, LPA observed the storage of medications to be inaccessible to children in care. A refrigerator is available in the kitchen be used to store any medication that requires refrigeration.
LPA reviewed with Director the steps taken and documentation obtained when a child does require medication to be administered.
Food Service:
Food was observed to be safe and of the quality and in the quantity necessary to meet the needs of the children. LPA observed all food to be stored, prepared and served in a safe and healthful manner. Facility has a kitchen and provides all foods. Menu shows facility provides morning snack, lunch, and afternoon snack. Kitchen, food-preparation and storage areas were observed to be kept clean and free of litter and rubbish.
All foods or beverages capable of supporting the rapid and progressive growth of microorganisms that can cause food infections or food intoxications shall be stored in covered containers at 45 degrees F (7.2 degrees C) or less.
LPA observed soaps, detergents, cleaning compounds or similar substances to be stored in areas separate from food supplies.
LPA advised, the food-preparation area shall not be used for: Children's play activities, unless such activities are part of a supervised food-education program.
Postings:
LPA Lowe observed the following postings located on a licensing board near the entrance to the facility: License, LIC 613A (9/96), the PUB 393 (8/02), Child Care Center Notification of Parents' Rights Poster, LIC page 4 of 6
610 Emergency Disaster Plan with the telephone number of the local health department, information on child passenger restraint systems, and a contingency plan for action during fires, floods and earthquakes.
Menus were observed to be in writing and posted. LPA advised, copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request.
LPA advised the licensee shall reveal each child care center license number in all advertisements in accordance with Health and Safety Code Section 1596.861.
The following items were discussed:
Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.

Facility was advised application is pending an updated fire clearance for the capacity decrease.
A notice of site visit was given and must remain posted.
An exit interview was conducted with the above items discussed and a copy of appeal rights and this report was provided to the Facility representative name, Andrea Fernandez and Facility Director Georgina Garcia-Figueroa. Final license determination will be made upon review by the Licensing Program Manager.
